We have brought a qualitative change in J&amp;K police&#8230;they are now in the forefront of all operations&#8230;earlier it were the Army and Central forces who were taking the lead,\u201d Shah said in an interview to a J&amp;K-based news channel Gulistan News.<br \/>Shah said post-election, taking the blueprint further, \u201cwe will surely hand over law and order duties entirely to J&amp;K police while the (Central) troops gradually return to the barracks\u201d. Shah also declared that with the situation in J&amp;K getting normal, \u201cwe will soon consider reviewing the coverage of Armed Forces Special Powers Act (<!-- -->AFSPA<!-- -->) there\u201d.<br \/>The home minister said that the assembly election in Kashmir will be completed before September 30, in line with the order passed by the Supreme Court. \u201cRestoring full democracy in Jammu and Kashmir is Modi Ji\u2019s assurance given on the floor of Parliament and will be fulfilled,\u201d he stated.<br \/>Asked about BJP\u2019s electoral prospects in J&amp;K, Shah said the aim behind introducing the positive changes in J&amp;K starting with the nullification of Article 370 was not to immediately strengthen the BJP politically in J&amp;K. \u201cWe will patiently make our place among the people of J&amp;K and build our organisation there. Our aim is to ensure that people elect their own representatives and reject dynastic rule limited to three parties&#8230;all those who speak the language of Pakistan will get a befitting reply in this election,\u201d he stated.<br \/>The home minister ruled out the possibility of holding any dialogue with the separatist groups. \u201cWe will talk to the youths of Kashmir and not to organisations that have roots in Pakistan&#8230;the latter are responsible for the deaths of 40,000 youths of J&amp;K\u201d he said.<br \/>Shah underlined that the Centre, as part of its resolute action against terrorists and separatists in J&amp;K, has banned 12 organisations, designated 36 individuals as terrorists, registered more than 22 cases to stop terror finance, seized properties worth Rs. 150 crore, got 90 properties attached and 134 bank accounts frozen.<br \/>As a result, he added, the stone pelting incidents in J&amp;K have reduced to nil from 2,564 in 2010.
