The Delhi government<\/a> is devising a strategy named Towards Zero Fatality District Plan to address the city’s high road accident rates and fatalities. Central to the plan is the \u2018Platinum Ten Minutes, Golden Hour<\/a> approach\u2019 which aims to reduce road deaths by improving ambulance response times. The initiative follows a report titled \u2018Towards Zero Fatality District\u2019 by the Union road transport ministry and SaveLIFE Foundation\u2019s Centre for Advancement of Road Traffic Safety (CARTS), focusing on ambulance services and response times in districts, a TOI report stated.<\/p>\n

A senior transport department official stated, \u201cThe state govt will map all the existing ambulances in the district irrespective of whether the ambulance is registered with the RTO of the same district where they are being run or not. This data will be shared with chief medical officers and traffic officials for swift action.\u201d<\/p>\n

The response time of emergency services is crucial for effective pre-hospital care. According to the World Health Organization (WHO), the ideal response time is less than eight minutes. This duration is defined by CARTS as the period between the notification of an accident and the ambulance\u2019s arrival at the scene.<\/p>\n

The plan includes the \u2018Platinum Ten Minutes\u2019 approach, which emphasizes transporting seriously injured patients to hospitals within ten minutes of an accident. Additionally, the \u2018Golden Hour\u2019 concept stipulates that road crash victims should receive medical care within sixty minutes of the incident.<\/p>\n

\u201cAfter mapping service providers that offer ambulance services in each district under different schemes, the data will be made readily available to all relevant authorities to facilitate swift response times,\u201d the official further elaborated.<\/p>\n

The effectiveness of ambulance services in providing quick medical aid within ten minutes and ensuring transport to medical facilities within sixty minutes could significantly improve survival rates.In recent years, road accidents<\/a> in India have led to a high number of fatalities. In 2022, 1.6 lakh people died, and injuries were three times this number. Delhi<\/a> reported the highest number of deaths among cities with populations exceeding a million. Notably, the death toll among pedestrians has been rising; in 2021, 504 pedestrians were killed and 1,536 injured in Delhi. These numbers rose in 2022 to 629 pedestrian deaths and 1,777 injuries. Last year, 622 pedestrians lost their lives, and 1,941 were injured. This year, nearly 43% of road accident fatalities in Delhi were pedestrians. Of the 1,457 accident deaths in 2023, 622 were pedestrians, 549 (38%) were two-wheeler riders, and 30 were cyclists (2%).Besides enhancing ambulance services, the transport department is also working on identifying accident-prone locations. They are creating a heat map to highlight areas with a higher concentration of road crashes. This will also involve analyzing the temporal distribution of accident data to track changes over time.<\/p>\n

To ensure a safer traffic flow, the department plans to adopt improved engineering standards. These include measures to mitigate collision risks, control vehicle speeds, and provide clear guidance to road users.<\/p>\n

The department has pinpointed five high-risk corridors and is making design changes at these junctions to improve safety. The identified corridors are Delhi Gate, Madhuban Chowk, ISBT Kashmere Gate, Pushta Usmanpur, and Mukarba Chowk. Along with WRI India, the department has prepared a comprehensive design suggesting geometrical corrections, signage, speed calming measures, and road marking, among others. The design changes have already been implemented at Delhi Gate, while work is ongoing or impending at the other locations.<\/p>\n

The Delhi government\u2019s new road safety strategy, if effectively implemented, could potentially reduce the number of fatalities and injuries caused by road accidents in the capital. The \u2018Platinum Ten Minutes, Golden Hour approach\u2019 and improved engineering measures at accident-prone spots signify a comprehensive effort to improve road safety and save lives.<\/p>\n<\/div>\n
