Bhatti’s appointment, announced on Sunday, aims to address crime and liquor smuggling in the state.

Bhatti, commonly known as RS Bhatti, has a notable record in law enforcement. He gained prominence for orchestrating the arrest of former Siwan MP Md Shahabuddin in 2005. Earlier in his career, Bhatti served in various capacities in Bihar, such as City SP of Patna, ASP of Barh, and SP in Jehanabad, Gopalganj, and Purnia. He also held positions as DIG (Siwan), IG (Patna zone), IG (security), joint director of the Central Bureau of Investigation (CBI), and director general (civil aviation).

“Known as a hard task master and no-nonsense police officer, Bhatti will replace S K Singhal, who is to superannuate on December 19,” according to the notification issued by additional chief secretary (home) Chaitanya Prasad. Bhatti’s reputation for diligence and strict enforcement is expected to enhance policing in Bihar.

Bhatti gained national recognition after ensuring the arrest of Md Shahabuddin from his Delhi residence in November 2005. His effective planning and execution of the operation stood out, especially since Shahabuddin’s strong political clout had previously deterred any arrests.

“While serving as the ASP of Barh, Bhatti had arrested the then RJD legislator and strongman Dilip Kumar Singh from his Patna residence,” the sources noted.
