The labour ministry<\/a> on Friday urged states to undertake labour reforms<\/a> and expedite two-way integration of data for unorganised workers<\/a> with the e-Shram portal<\/a> for enabling easier access to central social protection<\/a> and welfare schemes<\/a> to them. <\/p>\n

Chairing the second regional meeting<\/a> with states in Chandigarh, Shobha Karandlaje, minister of state for labour and employment, highlighted the critical need for labour reforms to make India the world\u2019s largest economy by 2047, the ministry said in a statement issued after the meeting. <\/p>\n

\u201cOur nation should transcend the colonial legacy in the existing labour laws which have originated in the pre-independence era. Therefore, the government has modernized, simplified and harmonized 29 labour laws into four Labour Codes<\/a>,\u201d she said. <\/p>\n

Top labour ministry officials, including labour secretary Sumita Dawra attended the meeting held with northern states and union territories of Punjab, Himachal Pradesh, Ladakh, Chandigarh and Rajasthan. <\/p>\n

This meeting is the second in a series of nationwide consultations being held by the ministry of labour and employment through six regional meetings with the states\/UTs as it gears up to implement the Labour Codes and widen the social security<\/a> network to cover all unorganized workers in the country. <\/p>\n

The next meeting in this series of regional consultations with states and UTs is scheduled to be held in Rajkot for the western states and UTs in the following week. Highlighting Prime Minister Narendra Modi\u2019s vision to provide comprehensive social protection coverage from \u201ccradle to grave\u201d for the unorganized workers and their dependents at par with organized workers, minister Karandlaje said the government is working with states and UTs for strengthening and expanding services and benefits of Employees\u2019 State Insurance Corporation<\/a> (ESIC) to all districts in the nation. Addressing the states, labour secretary Dawra said there is a need for greater convergence in the efforts of states, UTs and the centre for implementing ongoing labour reforms. <\/p>\n

\u201cStates and UTs need to plug the gaps and divergences in their respective draft rules by harmonizing and aligning them with the Central rules for ensuring a seamless roll out of the Labour Codes,\u201d she said, adding a consistent regulatory framework across states and UTs is vital for the development of industry and welfare of workers. <\/p>\n

As per the statement, the states suggested that access to data of workers registered at e-Shram may be shared with the states and UTs at the district level for more efficient and faster identification of eligible beneficiaries of various welfare schemes. <\/p>\n

During the meeting, deliberations were also held on building and other construction workers (BoCW), employment generation and employment linked incentive (ELI) schemes announced in the Union Budget 2024-25. <\/p>\n

Further, Centre has also urged states to adopt a focussed approach for creating quality jobs and collection of employment data along with timely and regular submission of employment returns, verification of building and construction workers\u2019 data and extension of coverage of central government\u2019s social protection schemes to these workers through the welfare cess funds with state boards.
