Historical records reviewed by TOI reveal that the expenses incurred during Operation Polo<\/a>, which led to Hyderabad State<\/a>\u2019s merger with the Indian Union<\/a> on September 17, 1948, were allocated to a separate deposit not reflected in the central budget.<\/p>\n

In his 1949-50 budget speech, Finance Minister John Mathai noted that the costs associated with the merger were not detailed in expenditure documents or budget categories. Although the speech did not explicitly mention Hyderabad, experts interpret this as a reference to Hyderabad due to the operation occurring the previous year, reported TOI.<\/p>\n

Researchers suggest that the government avoided direct budget provisions for fear of international scrutiny.<\/p>\n

\u201cThe defence ministry refused to have the expenses added to its accounts saying that it was a police operation. The home ministry stated that it was military action. The expenditure was met by education and health departments showing that Hyderabad was backward,\u201d NALSAR University of Law<\/a> assistant professor Harati Vageeshan told TOI.<\/p>\n

\u201cHonourable members are aware that in recent months, a large number of Indian States have been merged in the neighbouring Indian Provinces or taken over for administration direct by the Centre as part of the Policy of unifying the country under the guidance of my distinguished colleague the Deputy Prime Minister (Vallabh Bhai Patel<\/a>),\u201d the budget document states, according to the TOI report.<\/p>\n


\u201cUltimately, the revenue and expenditure of these States have to merge with those of the Provinces or the Centre depending on the subject to which they pertain. But the process of integration is still incomplete and for the present, the transactions of these States have been kept separate in a deposit account and not included in the revenue and expenditure of India. If, as may be hoped, the integration is completed in the coming year, these transactions will be included in the revised estimates for the year,\u201d it adds.Additionally, VP Menon, who played a key role in the integration of Indian states, noted in his book \u2018Story of Integration of Indian States\u2019 that the Hyderabad government had reportedly advanced a loan of Rs 20 crore to Pakistan using Government of India securities, noted TOI.Menon revealed that the loan was arranged by Nawab Moin Nawaz Jung, Hyderabad\u2019s minister, during negotiations with the Government of India on the standstill agreement\u2014a pact ensuring that administrative arrangements between the British government and the princely states would continue until their merger decisions were finalized.<\/div>\n
