It noted that even guidelines regarding the composition of search-cum-selection committees are not being followed.<\/p>\n<p>\u201cThe authority to relax any norm related to age, education qualifications, eligibility criteria etc. rests with ACC,\u201d said the memo.<\/p>\n<p>The memo identifies 12 specific criteria from the standard guidelines that ministries are deviating from or modifying without ACC approval.<\/p>\n<p>These issues include the exclusion of certain eligible categories\u2014such as HR functions\u2014changes to cut-off dates for eligibility, length of service requirements, and the date of vacancy typically aligning with the incumbent&#8217;s retirement, noted a TOI report.<\/p>\n<p><!--\/include_growfast.cms?pagename=article&skipcss=1potime:1--><br \/>The memo comes at a time when there are concerns regarding the ongoing search for a full-time chairman of <a ref=\"dofollow\" data-ga-onclick=\"Inarticle articleshow link click#News#href\" target=\"_blank\" href=\"https:\/\/economictimes.indiatimes.com\/indian-oil-corporation-ltd\/stocks\/companyid-11924.cms\" rel=\"noopener\">IOC<\/a>, the country\u2019s largest refiner and fuel retailer. Several senior executives have become ineligible due to these guideline deviations.The government typically resorts to the search-cum-selection committee process when the PESB (Public Enterprises Selection Board) fails to find suitable candidates among the shortlisted applicants. However, this has increasingly become the norm, as seen in the recent appointments of chiefs for <a ref=\"dofollow\" data-ga-onclick=\"Inarticle articleshow link click#News#href\" target=\"_blank\" href=\"https:\/\/economictimes.indiatimes.com\/oil-and-natural-gas-corporation-ltd\/stocks\/companyid-11599.cms\" rel=\"noopener\">ONGC<\/a>, IndianOil, and <a ref=\"dofollow\" data-ga-onclick=\"Inarticle articleshow link click#News#href\" target=\"_blank\" href=\"https:\/\/economictimes.indiatimes.com\/hindustan-petroleum-corporation-ltd\/stocks\/companyid-12078.cms\" rel=\"noopener\">HPCL<\/a>.According to TOI, the memo highlights that ministries have either excluded certain &#8220;eligible categories&#8221; or introduced new categories not specified in the guidelines.
