New Delhi: Andhra Pradesh was battered by unprecedented torrential rains on August 30 and 31, causing widespread devastation across the state with NTR, Guntur, Krishna and Bapatla districts among the worst affected. Road and rail transport were crippled. Lives of more than 650,000 people were affected. Just when the situation seemed overwhelming, it worsened \u2014 Budameru, a rivulet running through Vijayawada, overflowed, submerging more than 30% of the city. On September 1, the state go<\/p>\n

vernment sent an SOS to startups and tech companies \u2014 work with us for rescue and relief operations. The response from the startup ecosystem was remarkable both in scale and innovation. The successful collaboration has now spawned an idea of creating a permanent ecosystem for startups to engage with the government. These flood monitoring<\/a> and relief initiatives can become solutions in India\u2019s disaster management<\/a> playbook. <\/p>\n

SETTING UP A SANDBOX
<\/strong>The first step was to set up a sandbox, which, in this context, refers to a hub to pour in all raw data from various sources. Raw satellite imagery, coordinates of infrastructure including households, schools, roads, electric poles were all poured into this bucket, said Saurabh Gaur, the state\u2019s secretary for IT, electronics and communications. This was then shared with startups who were asked to develop solutions for specific problems, from effective distribution of food and water to identifying waterlogged areas prone to mosquito breeding and tracing where demand for food and water was acute<\/p>\n

SatSure, a Bengaluru-based geospatial data<\/a> analytics company, was one of the first to come on board on September 1. It used the raw satellite data and developed algorithms to analyse the extent of inundation of villages. \u201cIt was not possible to undertake these surveys physically,\u201d said Abhishek Raju, founder of SatSure Analytics<\/a>. \u201cSo, we used satellite images available to us and developed algorithms to gauge actual inundation. We were able to conduct a survey of 1,757 villages and 16.27 lakh hectares of land. We could understand high impact areas and found 1,486 villages had suffered crop damage. Of the total crop sown area of 2.71 lakh hectares, crop damage was observed in 20.2% of the land.\u201d <\/p>\n

COVERING THE BASICS
<\/strong>As houses got submerged, people moved to their rooftops and needed access to food and clean drinking water. An online database of 179 worst-hit sachivalayams \u2014 the smallest unit of administration in the state \u2014 was made available with details such as the number of families, children, phone numbers, Aadhaar and poverty status. \u201cOn the first two days, we started supplying candles, matchboxes, biscuits and Maggi,\u201d said Himanshu Shukla, the state\u2019s commissioner for information and public relations. \u201cThen we moved to cooked food. About 7-8 districts were given the task of supplying cooked meals. This online system was used to put in data like trucks carrying food from a district had reached a certain point with what quantity. This way we could map demand and supply.\u201d INTEGRATED OPERATIONS An integrated flood monitoring system called Actilligence was developed by Fluentgrid. This platform was a centralised flood relief command and control centre that enabled real-time coordination among stakeholders. \u201cThis platform provided a comprehensive view of GIS flood simulations, centralised helpdesk and relief camps which enabled timely decision-making,\u201d said Vipresh Gannamani, director at Fluentgrid. A GIS flood simulation application was developed where flood impact was mapped on existing infrastructure, which helped officials to estimate damage and plan rescue operations. Using this, the government was able to identify and focus on vulnerable areas that witnessed prolonged water stagnation.<\/p>\n
