UK officials called the interview \u201crisible\u201d.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Challenged with the fact that the UK, US, France, Germany, Canada all believe the attack was carried out by Russia with Novichok manufactured in Russia, Kelin said that \u201ctoo many governments\u201d were involved and dismissed their allegation as \u201cnonsense\u201c.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Pressed to give a response to the <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cm28gvvxvn6o\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">Sturgess family<!-- --><\/a>, the ambassador appeared to laugh, saying: \u201cI have never met this family \u2026 If someone has died, of course we are concerned about that.\u201d<!-- --><\/p>\n<\/div>\n<p><figcaption class=\"sc-8353772e-0 cvNhQw\">Watch: Highlights from Laura Kuenssberg&#8217;s interview with Andrei Kelin<!-- --><\/figcaption><\/p>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">On Ukraine, Kelin accused the UK of \u201cwaging war\u201d on Russia by supporting the country with weapons and resources. If Zelensky \u201cwon\u2019t negotiate with us, fine\u201d, he said. \u201cHe will lose more and more terrain.\u201d<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">This week, the Ukrainian president published a so-called <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cd0z8gg5v14o\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">victory plan<!-- --><\/a> to try to bring the conflict to an end next year.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">It includes a formal request to join Nato and the lifting of bans on long-range strikes with Western-supplied weapons deep into Russia.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Challenged on Russia\u2019s illegal invasion and stalemate in the war, the ambassador said Zelensky \u201cdoes not want peace \u2026 he continues to ask for more and more; Nato, EU assistance, defence packages.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cAnything, but nothing about negotiations at all.\u201d<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Kyiv, backed by its allies, has always rejected any suggestions of negotiation after the Russian invasion. They believe that would mean the permanent loss of Ukrainian territory.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Western governments believe that <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/world-europe-68056939\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">Putin is under rising pressure at home<!-- --><\/a>, with increasing casualties and the huge cost of the war. Even Moscow\u2019s finance ministry has acknowledged the intense strain on the economy.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But Kelin claims Russia is living \u201cabsolutely normal life\u201d.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Asked if the suffering on both sides kept him awake at night, he said: \u201cNo one likes the war.&#8221; He said it could stop if the West stopped supplying arms to Ukraine.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cWe are not just going to say, OK, [from] tomorrow we do not shoot each other. We won\u2019t.\u201d<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">On Friday, Keir Starmer reiterated his support for Ukraine. \u201cWe have always said that it is for the Ukrainian people to decide their own future so we\u2019re clear, together with President Zelensky, that the only acceptable outcome is a sovereign Ukraine and a just peace.\u201d<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">He also said Russia was getting weaker, with the war soaking up 40% of its budget, and the government believing there were more than 600,000 dead or wounded Russians, and another 500,000 casualties predicted by the end of the year.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">With reports in recent days that <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c3vkqwe9wwdo\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">North Korean troops are backing the Kremlin in the conflict<!-- --><\/a>, Kelin was challenged on Russia\u2019s reliance on pariah states like North Korea and Iran.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cFor us, it\u2019s normal people, we have been friends, and we have a lot of common interests with North Korea and Iran \u2026 Anything bad &#8211; we do not see it.\u201d<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">And on the American election, with just weeks to go, the ambassador claimed the winner didn\u2019t make a difference at all. He said there was a \u201ctwo-party consensus\u201d on Russia &#8211; \u201cand this is anti-Russian sentiment\u201d.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The ambassador said that Russia had changed its nuclear doctrine in response to conversations among Western allies about allowing Ukraine to use long-range missiles supplied by them to fire into Russia.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Russia now says it would consider an attack from a non-nuclear state that\u2019s backed by a nuclear-armed one to be a &#8220;joint attack&#8221;. That has been construed as a threat to use nuclear weapons in Ukraine.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Jens Stoltenberg, the former Nato boss, said the West had \u201ccalled Putin\u2019s bluff\u201d over nuclear threats &#8211; implying it had crossed many of Putin\u2019s red lines without anything happening.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Kelin said Stoltenberg\u2019s statement itself was \u201ca bluff\u201d &#8211; adding Russia would protect itself \u201cwith all the means that are in our disposal, and believe me, there are lots of them.\u201d<!-- --><\/p>\n<\/div>\n<figure>\n<div data-component=\"image-block\" class=\"sc-18fde0d6-0 gfTVSf\">\n<div data-testid=\"image\" class=\"sc-a34861b-1 jxzoZC\"><img decoding=\"async\" sizes=\"(min-width: 1280px) 50vw, (min-width: 1008px) 66vw, 96vw\" srcset=\"https:\/\/ichef.bbci.co.uk\/news\/240\/cpsprodpb\/c746\/live\/d4ed1480-8d4d-11ef-89ae-5575c76d98e6.png.webp 240w,https:\/\/ichef.bbci.co.uk\/news\/320\/cpsprodpb\/c746\/live\/d4ed1480-8d4d-11ef-89ae-5575c76d98e6.png.webp 320w,https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/c746\/live\/d4ed1480-8d4d-11ef-89ae-5575c76d98e6.png.webp 480w,https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/c746\/live\/d4ed1480-8d4d-11ef-89ae-5575c76d98e6.png.webp 640w,https:\/\/ichef.bbci.co.uk\/news\/800\/cpsprodpb\/c746\/live\/d4ed1480-8d4d-11ef-89ae-5575c76d98e6.png.webp 800w,https:\/\/ichef.bbci.co.uk\/news\/1024\/cpsprodpb\/c746\/live\/d4ed1480-8d4d-11ef-89ae-5575c76d98e6.png.webp 1024w,https:\/\/ichef.bbci.co.uk\/news\/1536\/cpsprodpb\/c746\/live\/d4ed1480-8d4d-11ef-89ae-5575c76d98e6.png.webp 1536w\" src=\"https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/c746\/live\/d4ed1480-8d4d-11ef-89ae-5575c76d98e6.png.webp\" loading=\"lazy\" alt=\"Getty Images Russian President Vladimir Putin delivering a speech\" class=\"sc-a34861b-0 efFcac\"\/><span class=\"sc-a34861b-2 fxQYxK\">Getty Images<\/span><\/div>\n<\/div>\n<\/figure>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">It is hard to overstate the impact of the Salisbury attacks on the fraught relationship between the UK and Russia.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">A senior figure involved in the UK government response told me it was a \u201chuge tipping point.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cIt was shocking in the fact that the Russians were trying to kill people on our soil, but also, so blatantly happy for us to know that it was them,\u201d they said, pointing to the use of Novichok, known to be manufactured and used by the Russian state.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Only a year before, then-Foreign Secretary Boris Johnson had gone to Moscow in the hope of a &#8220;reset&#8221; of the relationship between the two countries.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But another senior source told me: \u201cwe simply couldn\u2019t have a normal relationship with them again with that in the background\u201d.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">They described the poisonings as worse than anything that had happened in the Cold War. &#8220;The competition was pretty brutal then, but this kind of thing was completely unacceptable.&#8221;<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">More than 20 Western allies expelled diplomats and spies from their countries in response after a bout of frantic diplomacy by Theresa May\u2019s government, including pushing former President Trump to act.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">One figure recalls, &#8220;it was pretty hairy at the time, a lot of Europeans didn\u2019t want to do it. Trump personally didn\u2019t want to do it but was persuaded to do so&#8221;.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The UK insisted that the announcement of the expulsions from each country was made at exactly the same time, with only the UK aware of how many Russians each government planned to order to leave.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The fear in Downing Street was that Trump would not be willing to take drastic action if he had known the numbers each European country were planning to expel.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The UK government now believes that Russia is the number one <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cp8e15yr1gwo\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">threat to the UK\u2019s security<!-- --><\/a>.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Labour said in the election: \u201cthe defence of the UK starts in Ukraine,\u201d and ministers believe the same now they are in government.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The UK has been at the forefront of leading the Western backing of Ukraine since the invasion in 2022, and has sent billions of pounds worth of weapons and resources to support the effort.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">It\u2019s given staunch political backing to President Zelensky &#8211; but don\u2019t expect a decision on his request to use Western long-range missiles for at least a few weeks.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">There are concerns in government about Russia increasing its efforts at sabotage on UK soil, with the boss of MI5 warning this week Russia was more and more engaged in \u201carson, sabotage and more dangerous actions conducted with increasing recklessness\u201d.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">There are concerns in government about Russia increasing its efforts at sabotage on UK soil.
