Gurpatwant Singh Pannun<\/a>, the founder of Sikhs for Justice<\/a> (SFJ), issued a video statement on Monday, warning passengers not to fly on Air India flights<\/a> between November 1 and 19. He asserted that an attack could take place on an Air India flight during this period, which he claimed coincides with the “40th anniversary of the Sikh genocide.” This warning comes in the wake of a series of bomb threats directed at various Indian airlines, including Air India and Air India Xpress, with over 100 threats reported in the past week. However, all these threats have turned out to be hoaxes.<\/p>\n

Pannun, who holds dual citizenship in Canada<\/a> and the US, has a history of issuing similar threats around this time. In November 2023, he warned that Delhi’s Indira Gandhi International Airport would be renamed and remain closed on November 19, urging people against flying on Air India that day. He has been charged by the National Investigation Agency<\/a> (NIA) with criminal conspiracy, promoting enmity between different groups on religious grounds, and various offenses under the Unlawful Activities (Prevention) Act (UAPA).<\/p>\n

In December 2022, Pannun threatened to attack the Indian Parliament on or before December 13, the anniversary of the 2001 terrorist attack on Parliament. Earlier this year, he also made threats against Punjab Chief Minister Bhagwant Mann and the Director General of State Police Gaurav Yadav, urging gangsters to unite and target Mann on Republic Day.<\/p>\n

The Indian Ministry of Home Affairs<\/a> has designated Pannun a terrorist since July 2020, citing charges of sedition and secessionism. He leads SFJ, a group advocating for a separate sovereign Sikh state, which was banned by the Indian government a year prior for engaging in “anti-national and subversive” activities.<\/p>\n

On October 17, the United States charged a former officer of India’s Research and Analysis Wing<\/a> (RAW) with directing a foiled plot to murder Pannun. New Delhi has rejected these allegations, calling them baseless.<\/p>\n

External Affairs Minister S. Jaishankar<\/a> addressed the situation on Monday, stating, “I am not aware of any specific threat today… but we have seen threats, in the past, to our airlines, to our Parliament, to our diplomats and High Commissions, and our leaders. And all that is a source of concern.” His comments came after Pannun’s warning, reflecting the heightened atmosphere of fear surrounding air travel. Jaishankar also emphasized that the Indian government is “not aware” of any specific threat against Air India and its passengers.<\/p>\n

Jaishankar took the opportunity to criticize the Canadian government amid ongoing diplomatic tensions. He remarked, “These threats are cleverly worded… they (the Canadian government) call this ‘freedom of speech.’ But my question to them is – if you receive these threats would you take them lightly?” He further pointed out the double standards in how Canada treats Indian diplomats and noted the allegations that top Indian diplomats in Canada were working with organized criminal gangs, including the Lawrence Bishnoi outfit.<\/p>\n

The ongoing tensions stem from Canada’s allegations that India targeted Khalistani elements, including the murder of Hardeep Singh Nijjar<\/a>, a Canadian citizen, in Vancouver last June. Delhi has accused Ottawa of providing space to individuals it considers terrorists, complicating the already strained relations between the two countries.
