We hope this outcome is unintended and we urgently call on the chancellor to review the budget&#8217;s impact on the social care system, especially for charity providers.&#8221;<\/p>\n<p>Mr Kane said the government must give local councils resources to increase fee levels in social care contracts to cover the additional costs, or grant an exemption to providers from the <strong><a href=\"https:\/\/news.sky.com\/topic\/national-insurance-6454\" target=\"_blank\" rel=\"noopener\">National Insurance<\/a><\/strong> increase.<\/p>\n<p>It comes after the government scrapped a plan for \u00a31.1bn for social care reform shortly after coming to power.<\/p>\n<p>A total of \u00a3600m was earmarked in Wednesday&#8217;s budget for <a href=\"https:\/\/news.sky.com\/topic\/social-care-6073\" target=\"_blank\" rel=\"noopener\"><strong>social care<\/strong><\/a>, but critics said it was unlikely to be enough amid a recruitment and retention crisis in the sector.<\/p>\n<p>Non-profit care providers and hospices employed by the government to provide public services are not exempt from the measures, although public sector charity services are.<\/p>\n<p><strong>Read more:<br \/><a href=\"https:\/\/news.sky.com\/story\/treasury-minister-admits-employers-tax-rise-will-hit-working-people-but-denies-undermining-public-trust-13245832\" target=\"_blank\" rel=\"noopener\">Treasury admits tax rise will hit working people<\/a><\/strong><br \/><strong><a href=\"https:\/\/news.sky.com\/story\/markets-react-on-second-open-after-budget-as-traders-concerned-over-some-announcements-13245812\" target=\"_blank\" rel=\"noopener\">Markets react on second open after budget<\/a><\/strong><br \/><a href=\"https:\/\/news.sky.com\/story\/most-farmers-unaffected-by-budget-tax-changes-ifs-says-despite-fears-children-could-be-robbed-of-legacy-13245562\" target=\"_blank\" rel=\"noopener\"><strong>Farmers express fears over budget<\/strong><\/a><\/p>\n<p>    <a href=\"https:\/\/news.sky.com\/download-app\" target=\"blank\" data-tracking-label=\"ui-app-promo-download-link\" class=\"ui-app-promo sdc-article-widget\" data-type=\"\" data-component-name=\"ui-app-promo\" rel=\"noopener\"><\/p>\n<p>    <\/a><\/p>\n<p>The National Care Forum, which represents non-profit organisations, said the budget appeared to run contrary to the insistence by Health Secretary <strong><a href=\"https:\/\/news.sky.com\/topic\/wes-streeting-10826\" target=\"_blank\" rel=\"noopener\">Wes Streeting<\/a><\/strong> that a properly functioning adult social care system was needed to prop up the NHS.<\/p>\n<p>Its chief executive Vic Rayner said: &#8220;Far from heralding a new dawn for <strong><a href=\"https:\/\/news.sky.com\/topic\/social-care-6073\" target=\"_blank\" rel=\"noopener\">social care<\/a><\/strong>, this historic budget appears to do little to recognise the vital role that social care plays in the lives of millions of people up and down the country.<\/p>\n<p>&#8220;Adult social care providers will be hit particularly hard by the government&#8217;s planned changes to employers&#8217;
