With pollution reaching alarming levels, the central pollution watchdog imposed restrictions under the third stage of the GRAP<\/a> in Delhi-NCR on Thursday, including a ban on construction and demolition activities.<\/p>\n

The air quality in the capital remained in the “severe” category for a second consecutive day, prompting authorities to impose stringent anti-pollution measures.<\/p>\n

The GRAP for Delhi-NCR is divided into four stages of air quality — Stage 1 for “poor” Air Quality Index (AQI) ranging between 201 and 300, Stage 2 for “very poor” AQI of 301-400, Stage 3 for “severe” AQI of 401-450 and Stage 4 for “severe plus” AQI (more than 450).<\/p>\n

Key Restrictions Under GRAP-3 in Delhi NCR<\/h2>\n

<\/strong><\/p>\n

Construction and demolition restrictions<\/h2>\n

Prohibited Activities: <\/strong>Earthwork, piling, demolition, open trenching. Operation of Ready-Mix Concrete (RMC) plants. Major welding, gas-cutting, painting, polishing, plastering, tile\/flooring work, and waterproofing (except minor indoor repairs)<\/p>\n

Material Transport<\/strong>: Transporting materials like cement, sand, and fly-ash is restricted. Vehicles carrying these materials must avoid unpaved roads.<\/p>\n

Exemptions for Critical Projects:
<\/h2>\n

Certain essential infrastructure and public service projects are exempt from the restrictions, provided they follow strict dust control and waste management protocols. These include:
– Railway and metro projects
– Airports and bus terminals
– National defense projects
– Healthcare facilities
– Public infrastructure (e.g., highways)
– Sanitation projects (e.g., sewage treatment)<\/p>\n

Enhanced Vehicle Emission Norms:
<\/h2>\n

GRAP-3 also tightens emission norms to curb vehicular pollution:
BS-III Petrol & BS-IV Diesel Vehicles: <\/strong>These vehicles are restricted in Delhi and nearby districts such as Gurugram, Faridabad, Ghaziabad, and Gautam Budh Nagar.
Diesel MGVs: <\/strong>Medium Goods Vehicles (MGVs) with BS-III or lower emission standards, registered in Delhi, are banned from entering unless transporting essential goods.
Inter-State Buses & Diesel LCVs: <\/strong>Non-electric, non-CNG, and non-BS-VI diesel inter-state buses from NCR states are prohibited from entering Delhi. Additionally, diesel light commercial vehicles (LCVs) from outside Delhi are also barred unless carrying essential goods.<\/p>\n

Measures for Public Health and School Safety:
<\/strong>Due to the worsening air quality, the Delhi government has shifted physical classes for students up to Class V to online platforms. <\/p>\n

Guidelines for Residents:
<\/strong>Residents are encouraged to adopt the following pollution-reducing measures:
– Walk, cycle, or use public transport whenever possible
– Work from home if feasible
– Avoid using coal or wood for indoor heating
– Combine errands to reduce vehicle usage
– Provide electric heaters to staff to prevent open burning<\/p>\n

Enhanced Delhi Metro Services:
<\/strong>In response to GRAP-3, the Delhi Metro has increased its services by adding 20 extra weekday trips, resulting in 60 additional trips in total, to support commuting and reduce pollution caused by private vehicles.<\/p>\n
