Speaking at Columbia University&#8217;s School of International and Public Affairs, India\u2019s Permanent Representative to the UN, <a ref=\"dofollow\" data-ga-onclick=\"Inarticle articleshow link click#News#href\" href=\"https:\/\/economictimes.indiatimes.com\/topic\/ambassador-parvathaneni-harish\" target=\"_blank\" rel=\"noopener\">Ambassador Parvathaneni Harish<\/a>, stated, &#8220;The Security Council structure, as it stands today, is a reflection of 1945. It does not reflect today&#8217;s realities.&#8221;<\/p>\n<p><!--\/article_liveblog.cms?msid=105115637&pos=toppotime:2-->Harish, delivering a keynote address titled Responding to Key Global Challenges: The India Way, underscored that the current framework hinders the UNSC\u2019s ability to tackle pressing issues effectively.<\/p>\n<p><\/p>\n<h2>The Complexity of UNSC Reform<\/h2>\n<p>The ambassador highlighted the resistance to change among permanent members and nations opposing potential rivals\u2019 inclusion. &#8220;Those who are already permanent members do not wish to vacate it. Those who are already permanent members do not wish to give up the veto. Those who feel that their neighbours may have a chance to become a member would oppose expansion in the permanent category at all costs,&#8221; Harish observed.<\/p>\n<p>Describing the reform process as &#8220;very difficult&#8221; and &#8220;complex,&#8221; he added, &#8220;You have a lot of status quo supporters, and you need to build consensus for this. It&#8217;s a difficult process which is still ongoing.&#8221;<\/p>\n<p>India, part of the <a ref=\"dofollow\" data-ga-onclick=\"Inarticle articleshow link click#News#href\" href=\"https:\/\/economictimes.indiatimes.com\/topic\/g4-nations\" target=\"_blank\" rel=\"noopener\">G4 nations<\/a> alongside Brazil, Germany, and Japan, has long advocated for expanded permanent membership. Harish lamented the slow progress over the past 15 to 16 years, stating, &#8220;Yes, we are unsatisfied with the pace of progress in the last 15-16 years and urging the co-chairs of the Inter-Governmental Negotiation process to decisively move forward on this.&#8221;<\/p>\n<p><!--\/include_growfast.cms?pagename=article&skipcss=1potime:2--><\/p>\n<h2>Global Support and Opposition<\/h2>\n<p>India&#8217;s bid for a permanent UNSC seat has strong backing from France, Russia, the UK, and the US. However, China has been cautious, pointing to \u201cthe practice of a few countries and interest groups who pursue their own selfish and small-circle interests when it comes to Council reform.\u201d Meanwhile, Pakistan, part of the \u2018Uniting for Consensus\u2019 group, opposes permanent seats for G4 nations, including India.<\/p>\n<h2>Broader Critique of Multilateral Institutions<\/h2>\n<p>Expanding on the inefficiency of <a ref=\"dofollow\" data-ga-onclick=\"Inarticle articleshow link click#News#href\" href=\"https:\/\/economictimes.indiatimes.com\/topic\/global-governance\" target=\"_blank\" rel=\"noopener\">global governance<\/a> systems, Harish criticised existing multilateral frameworks for failing to adapt to current challenges. &#8220;The reality of 1945 is long gone, the institutions remain. They are not fit for purpose for dealing with today&#8217;s challenges and opportunities,&#8221; he said, referring not just to the UNSC but also to international financial and trade institutions.<\/p>\n<h2>The \u2018India Way\u2019 for Global Leadership<\/h2>\n<p>The ambassador outlined India\u2019s proactive approach, often referred to as the \u2018India Way.\u2019 He described it as \u201ca proactive India playing on the front foot,\u201d emphasising collaboration, inclusivity, and adaptability. \u201cGo ahead and engage, manage difficult partners, cultivate new friends that you have not dealt with before, reassure old friends with whom you have had many years of productive partnership, draw in new stakeholders&#8230;and expand the outreach, the footprint, and hands of friendship to everybody,&#8221; Harish explained.<\/p>\n<p>He also stressed the importance of innovation and responsiveness to the aspirations of India\u2019s youthful population. \u201cWe are dealing with a young population, that wants prosperity as of yesterday, that has great aspirations, that wants innovation and transformation. If we don\u2019t change the way we do business, we will not be in a position to meet their aspirations,\u201d Harish said.<\/p>\n<h2>UN\u2019s Public Perception and Effectiveness<\/h2>\n<p>Harish acknowledged the UN&#8217;s commendable work in humanitarian aid, health, and development. However, he noted that public perception often focuses on its inability to resolve conflicts. &#8220;For the common man on the street&#8230;they only look at the inability of the UN to stop conflicts in areas like Ukraine and the Middle East. That is the view they have and that is probably the only yardstick by which they are assessing the efficiency of the UN,&#8221; he remarked during a panel discussion.<\/p>\n<h2>India&#8217;s Persistence Amid Challenges<\/h2>\n<p>Despite the challenges, India remains steadfast in its pursuit of reforms. &#8220;Change is a natural order of things. It will happen, if not today, tomorrow. If not tomorrow, the day after,&#8221; Harish asserted.<\/p>\n<p>In his closing remarks, Harish reaffirmed India\u2019s role as a bridge between developed and developing nations. &#8220;India is a bridge between the developed and the developing world, between the established and the emerging, a friend of the world that believes in participatory institution-building without confrontation. We don&#8217;t want to impose anything on anyone. Global commons for global good. This is what we work for,&#8221; he concluded.<\/p>\n<p>The United Nations Security Council, established in 1945, consists of five permanent members\u2014China, France, Russia, the UK, and the US\u2014holding veto power, alongside ten rotating non-permanent members. Calls for reform have gained momentum as critics argue the Council does not adequately represent geopolitical realities, particularly the growing influence of nations like India, Brazil, and South Africa.<\/p>\n<p>India has been actively campaigning for reforms through the G4 grouping and broader coalitions like the Global South.
