On Tuesday, the president said he was <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2024\/04\/02\/world\/israel-hamas-war-gaza-news\/biden-denounces-killing-of-aid-workers-saying-israel-has-not-done-enough-to-protect-civilians?smid=url-share\" title=\"\">\u201coutraged and heartbroken\u201d<\/a> by the previous day\u2019s strike in Gaza that killed seven humanitarian workers, including an American, who had been trying to bring food aid to civilians.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It was not immediately clear <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/03\/us\/politics\/biden-israel-gaza.html\" title=\"\">what, if any, changes in U.S. policy<\/a> toward Israel would accompany the sharp criticism and anger from Mr. Biden and his top officials. Defense Secretary Lloyd J. Austin III <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/04\/world\/middleeast\/lloyd-austin-aid-workers-gaza.html?smid=url-share\" title=\"\">also expressed outrage<\/a> in a call on Wednesday with his counterpart Yoav Gallant, Israel\u2019s defense minister, according to the Pentagon.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Asked about what consequences for Israel would follow the statements of indignation, John F. Kirby, a White House national security spokesman, said it was too soon to say, as Israel was still investigating the strike.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI\u2019m not prepared at this point to speculate about anything we might or might not do. You know, we\u2019re going to have to wait to see what the investigation says,\u201d Mr. Kirby told reporters in Washington. \u201cWe are still supporting Israel\u2019s ability to defend itself against this still-viable threat. And that\u2019s going to continue.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">World Central Kitchen, the organization behind the convoy that was attacked, said <a class=\"css-yywogo\" href=\"https:\/\/wck.org\/news\/idf-investigation\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">in a statement on Thursday<\/a> that it was calling for an independent third-party investigation into the strike that killed its workers. The group urged the governments of Australia, Britain, Canada, the United States and Poland, whose citizens were among the victims, to join in demanding an outside inquiry.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The group suspended its operations in Gaza after the deaths, and other aid organizations said they were <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2024\/04\/03\/world\/israel-hamas-war-gaza-news\/wck-aid-gaza?smid=url-share\" title=\"\">also pausing theirs or being more cautious<\/a> while they evaluated security risks. Those actions are a significant setback to the already challenging efforts to get food supplies into the enclave, where famine-like conditions are widespread and civilians have faced severe deprivation in six months of war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Netanyahu acknowledged Israel\u2019s responsibility in a video statement the day after the strike, calling it a \u201ctragic case of our forces unintentionally hitting innocent people.\u201d It was a rare admission of fault and expression of regret from a leader who has been fiercely defensive of Israel\u2019s decisions in the war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt happens in war,\u201d he <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/02\/world\/middleeast\/world-central-kitchen-workers-strike-gaza.html\" title=\"\">said in the statement<\/a>. \u201cWe are fully examining this, we are in contact with the governments, and we will do everything so that this thing does not happen again.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Biden, in his statement that day, <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/04\/02\/statement-from-president-joe-biden-on-the-death-of-world-central-kitchen-workers-in-gaza\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">urged<\/a> Israel to conduct a swift investigation into the strikes, ensure accountability and make the findings public.
