home affairs spokesperson Lisa Smart said the government should be &#8220;properly funding the officers our communities need &#8211; not passing the buck to local police chiefs to put up people&#8217;s council tax instead&#8221;.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The minister said that \u00a3230.3m of the additional funding would cover recent pay rises and compensate the police for higher employer taxes, announced in the Budget. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">In October, Chancellor Rachel Reeves said that from next April, employers would have to pay national insurance at 15% on salaries above \u00a35,000, rather than the current 13.8% on salaries above \u00a39,100. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The police funding settlement also includes \u00a3100m to begin recruiting the 13,000 additional neighbourhood police the Labour government promised to deliver. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The total amount going to policing &#8211; including the money for local forces &#8211; will be \u00a319.5bn, a real terms increase of 3% on the previous year. <!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Of the additional \u00a3986.9m going to local police forces, \u00a3657.1m is made up of an increase in government grants. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The remaining \u00a3329.8m is expected to be raised by council tax increases.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Police and crime commissioners (PCCs) have the power to increase council tax by up to \u00a314 for band D properties &#8211; and the equivalent proportional sum for other bands &#8211; without triggering a local referendum.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">PCCs are elected every four years and represent 39 areas across England and Wales. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Last week, <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/clykw2yl40go\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">police chiefs told the BBC that neighbourhood police officer numbers could be cut unless the government covered the cost of pay rises and higher employer taxes<!-- --><\/a>.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The Home Office had promised to cover the costs;
