In 1997, the Chittagong Hill Tracts Accord was signed between insurgent JSS and <a ref=\"dofollow\" data-ga-onclick=\"Inarticle articleshow link click#News#href\" href=\"https:\/\/economictimes.indiatimes.com\/topic\/bangladesh-army\" target=\"_blank\" rel=\"noopener\">Bangladesh Army<\/a> to bring peace to the region. <\/p>\n<p>\u201cThis historic shift of the Government of Bangladesh to recognise the Chittagong Hill Tracts as a subject matter of foreign affairs is welcome. The Chittagong Hill Tracts despite having 98.5% non-Muslim populations was awarded to Pakistan in violations of the letter and spirit of the Indian Independence Act of 1947 under which two dominions for Muslims and non-Muslims were created out of British India. The indigenous people of the CHTs had raised Indian flags on 15th August 1947 before being illegally awarded to Pakistan on 17th August 1947.\u201d \u2013 stated <a ref=\"dofollow\" data-ga-onclick=\"Inarticle articleshow link click#News#href\" href=\"https:\/\/economictimes.indiatimes.com\/topic\/suhas-chakma\" target=\"_blank\" rel=\"noopener\">Suhas Chakma<\/a>, Founder of the CDFI.<\/p>\n<p>Chakma further added, \u201cThe Government of Bangladesh knows that it is occupying the CHTs and acting as the occupying authority by deploying one third of the Bangladesh Army personnel. The government of Bangladesh implanted about 4,00,000 plain settlers belonging to the Muslim majority from 1979 to 1983, akin to the Israeli settlements in the Occupied Arab territories, with the sole aim to occupy the lands and not the people.
