Next in, Suella Braverman was “vague”. Her successor James Cleverly was “amenable”. But the overall response was: “Inconsequential, insubstantial and committed to nothing,” said Prof Jay.

On a day when the government has committed to another important public inquiry – this time into the Southport murders – it is worth taking a moment to contemplate the shocking lack of activity that follows many expensive and time-consuming inquiries.

John O’Brien, secretary for the child sexual abuse inquiry, said this is “a fundamental fault with the inquiry process”.

He told the select committee the inquiry’s experience “won’t be unique”, adding: “It is because the minute the chair writes the letter to the relevant minister saying I’ve now completed, everything stops.”

This seems to be especially true when an inquiry concludes there should be some kind of payout to victims.

The inquiry team noted that 80% of recommendations made mid-way through the process were implemented. While they were still sitting, the team was able to follow up and apply pressure.

Events then have exposed a clear weakness in our system: Vigorous inquiries need equally robust systems to follow up on their recommendations.

Professor Jay said she and her panel colleagues wrote to The Times newspaper about their disappointment in the government’s response in May 2023, as they were getting nothing from the Home Office.

She said she was on holiday when she got an email asking for a phone call with a Home Office special adviser to talk about taking the recommendations forward.

        Image:
James Cleverly replaced Ms Braverman as home secretary.
