The general election, the first since President Yoon Suk-yeol won the presidency in 2022, is seen as <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/07\/world\/asia\/south-korea-election-yoon.html\" title=\"\">a midterm referendum on his leadership<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Voting was getting underway across the country, just as we sent this newsletter.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Many parties are vying for 300 seats in the Parliament. But the election is largely a contest between Yoon\u2019s conservative People Power Party and the main opposition group, the liberal Democratic Party, led by Lee Jae-myung. It has become a bitter contest between the two archrivals, who are locked in what is known as \u201cgladiator politics.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Both sides, analysts say, have focused on demonizing the other instead of offering policy proposals, and that acrimony has filtered down to voters. Many analysts expect the coming election to amplify polarization in the country.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/28\/world\/asia\/south-korea-parliament-election-2024.html\" title=\"\">Here\u2019s a full explanation of the stakes of the vote<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><strong class=\"css-8qgvsz ebyp5n10\">Analysis:<\/strong> \u201cThis election is about who you want to punish, Yoon Suk-yeol or Lee Jae-myung,\u201d said Eom Kyeong-young, an election analyst at the Zeitgeist Institute in Seoul.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<h2 class=\"css-9ycfei eoo0vm40\" id=\"link-331153ea\">A major European climate ruling<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Europe\u2019s top human rights court said that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/09\/world\/europe\/climate-human-rights.html\" title=\"\">the Swiss government had violated its citizens\u2019 human rights<\/a> by not doing enough to stop climate change. It was the first time an international court determined that governments were legally obligated to meet their climate targets under human rights law.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis is a landmark ruling, and it could trigger a wave of similar lawsuits in European countries,\u201d David Gelles, the managing correspondent of <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/09\/climate\/greenhouse-gas-carbon-emissions.html\" title=\"\">our Climate Forward newsletter<\/a>, told us.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><strong class=\"css-8qgvsz ebyp5n10\">Around the world:<\/strong> Climate litigation has been growing, with governments suing fossil fuel companies over the damage caused by extreme weather and people suing governments for not doing enough to stop climate change. The goal, as described by Iranian officials, is to feed unrest against Israel by flooding the enclave with arms.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The operation is heightening concerns that Tehran wants to turn the West Bank into the next flashpoint in the yearslong shadow war between Israel and Iran.
