In response to one such instance in December, NATO has <a class=\"css-yywogo\" href=\"https:\/\/mc.nato.int\/media-centre\/news\/2025\/nato-baltic-sentry-steps-up-patrols-in-the-baltic-sea-to-safeguard-critical-undersea-infrastructure\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">stepped up its patrol and surveillance operation<\/a> in the Baltic Sea.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Concern about such damage has been rising since <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/09\/28\/world\/europe\/pipeline-sabotage-mystery-russia.html\" title=\"\">a series of undersea explosions<\/a> blew apart the Nord Stream natural gas pipelines linking Russia to Western Europe in 2022.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">On Thursday evening, Norway\u2019s coast guard and police surrounded the Russian-crewed ship \u2014 the Silver Dania, a vessel owned and registered in Norway \u2014 and towed it into the Port of Tromso on Friday morning, the police said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The ship, a 36-year-old cargo vessel, <a class=\"css-yywogo\" href=\"https:\/\/www.vesselfinder.com\/vessels\/details\/8808604\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">according to shipping data<\/a>, was sailing between the Russian ports of St. Petersburg and Murmansk. The police said that officers had boarded the ship to search for evidence and to question the crew in relation to the damaged cable.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The vessel\u2019s owners, a shipping company called Silver Sea, denied any wrongdoing. \u201cWe agreed to go to a Norwegian port to be checked out,\u201d Tormod Fossmark, the company\u2019s chief executive officer, <a class=\"css-yywogo\" href=\"https:\/\/www.fiskeribladet.no\/hendelser\/bergensrederi-mistenkt-for-kabel-skadeverk-i-ostersjoen\/2-1-1772898\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">told the Norwegian news media<\/a>. He said that the company was complying with a request from the authorities.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Monday, the authorities in Sweden boarded <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/27\/world\/europe\/cable-baltic-sea-sweden-damage.html\" title=\"\">a different ship<\/a> in connection with what they described as an act of \u201cgross sabotage\u201d of the Sweden-to-Latvia undersea cable a day earlier. They detained the bulk carrier, which is owned by a Bulgarian shipping company and was flying a Maltese flag.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Russian involvement was suspected in the December cutting of an undersea cable that carries electricity between Finland and Estonia. In that instance, the Finnish authorities <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/26\/world\/europe\/finland-estonia-cables-russia.html\" title=\"\">seized an oil tanker<\/a> as they looked into whether the ship\u2019s anchor had cut the cable.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Leaders in Finland and Estonia said they believed that the tanker might be part of Russia\u2019s \u201cshadow fleet\u201d of ships aimed at circumventing Western-imposed price caps on Russian sea-transported oil because of Moscow\u2019s war in Ukraine.
