Germany, the second-largest arms supplier to Israel, this week <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/09\/world\/europe\/germany-israel-genocide-icj.html\" title=\"\">defended itself at the United Nations\u2019 highest court<\/a> against allegations that its weapons sales made it complicit in genocide against Palestinians in Gaza.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Even governments that account for a far smaller portion of aid or weapons sales to Israel are facing heated <a class=\"css-yywogo\" href=\"https:\/\/hansard.parliament.uk\/commons\/2023-12-12\/debates\/BF12F435-8E9A-44B0-AA34-ADA9D01616E0\/ArmsExportLicencesIsrael\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">domestic debates<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2024\/03\/denmark-ngos-sue-the-danish-state-to-stop-arms-exports-to-israel\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">legal challenges<\/a> over those supplies \u2014 with <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/18\/world\/canada\/canada-parliament-gaza-vote.html\" title=\"\">parliamentary votes<\/a> or <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/12\/world\/middleeast\/fighter-jet-israel-netherlands.html\" title=\"\">court orders<\/a> putting a stop to exports in some countries.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Here is a look at the biggest suppliers to Israel\u2019s military:<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-3405d786\"><span>United States<\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">The United States has a long history of sending aid to Israel, <a class=\"css-yywogo\" href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/RL\/RL33222\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">stretching back to World War II<\/a>. In recent decades, most of the assistance has been in the form of military aid. In 2016, the Obama administration <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/06\/us\/politics\/israel-us-weapons.html\" title=\"\">signed a 10-year agreement<\/a> to supply Israel with $3.8 billion annually, most of that in foreign military financing grants, which allow Israel to buy American weaponry.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">From 2019 to 2023, the United States supplied 69 percent of Israel\u2019s arms imports, <a class=\"css-yywogo\" href=\"https:\/\/www.sipri.org\/sites\/default\/files\/2024-03\/fs_2403_at_2023.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">according to<\/a> the Stockholm International Peace Research Institute, which tracks the global weapons trade. President Biden has also been pushing for <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/13\/world\/middleeast\/senate-aid-package-israel-ukraine.html\" title=\"\">$14 billion in additional spending<\/a> for Israel and for U.S. military operations in the Middle East, though approval for the funding remains stalled in Congress.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While support for Israel once had reliable bipartisan support in Washington, the humanitarian crisis in Gaza has prompted a chorus of Democrats in Congress to urge Mr. Biden <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2024\/04\/10\/world\/israel-gaza-war-news-hamas#a-us-congressman-says-hes-ready-to-hold-up-an-f-15-jet-sale-to-israel\" title=\"\">to leverage American weapons sales<\/a> to try to change Israel\u2019s decision making in the war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cMy concern is that particularly when those bombs are coming from this country, we have a responsibility as well,\u201d Senator Angus King, an independent from Maine, said at a Senate Armed Services Committee <a class=\"css-yywogo\" href=\"https:\/\/www.c-span.org\/video\/?534654-1\/defense-secretary-joint-chiefs-staff-chair-testify-2025-budget-request#\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">hearing on Tuesday<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The State Department <a class=\"css-yywogo\" href=\"https:\/\/www.state.gov\/briefings\/department-press-briefing-march-25-2024\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">said in March<\/a> that it had received written assurances from Israel \u2014 as the United States requires of all countries that receive American arms \u2014 that the supplied weapons would be used in accordance with international humanitarian law.<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-4d2d0b74\"><span>Germany<\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">In 2023, Germany approved sending military equipment to Israel valued at about $353 million, according to data from the country\u2019s economics ministry, roughly 10 times more than what was approved the previous year. From 2019 to 2023, German exports made up 30 percent of the arms bought by Israel, according to the Stockholm institute.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the past, Germany\u2019s leaders have considered support for Israel to be <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/29\/world\/europe\/germany-israel-gaza.html\" title=\"\">a historic duty<\/a> to atone for the Holocaust. In <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/09\/world\/middleeast\/germany-nicaragua-israel-gaza-icj-genocide.html\" title=\"\">hearings this week<\/a> at the International Court of Justice, a U.N. court in The Hague, lawyers for Germany pushed back against arguments that it was abetting genocide in Gaza by arguing that most of Germany\u2019s military exports to Israel since the war began in October were nonlethal, including protective gear and communications equipment.<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-b18a1b3\"><span>Other countries<\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">From 2019 to 2023, Italy was the third-largest seller of arms to Israel, according to the Stockholm institute, though it accounted for just 0.9 percent of Israel\u2019s military imports.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Since the war in Gaza began, those sales have been a source of contention. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Italy\u2019s foreign minister in January <a class=\"css-yywogo\" href=\"https:\/\/www.agenzianova.com\/en\/news\/tajani-litalia-ha-interrotto-ogni-forma-di-invio-di-armi-a-israele-dal-7-ottobre\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">told reporters<\/a> that all weapons shipments to Israel had been suspended since Oct. 7. The defense minister, however, <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/world\/europe\/italy-arms-exports-israel-continued-despite-block-minister-says-2024-03-14\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">told the country\u2019s Parliament<\/a> that exports had continued, but that only previously agreed-upon orders were being sent, according to news reports.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Britain, whose defense exports to Israel <a class=\"css-yywogo\" href=\"https:\/\/researchbriefings.files.parliament.uk\/documents\/CBP-9964\/CBP-9964.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">totaled about $53 million in 2022<\/a>, has said it will not suspend those sales despite growing pressure from opposition lawmakers. Foreign Secretary David Cameron, at a <a class=\"css-yywogo\" href=\"https:\/\/www.state.gov\/secretary-antony-j-blinken-and-united-kingdom-foreign-secretary-david-cameron-at-a-joint-press-availability-2\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">news conference<\/a> alongside Secretary of State Antony J.
