Mr. Trump has accused the agency of rampant corruption and fraud, without providing evidence.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Trump administration ordered thousands of the agency\u2019s workers to return to the United States from overseas; put all of the agency\u2019s direct hires, including its roster of Foreign Service officers, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/04\/us\/usaid-musk-trump-rubio-cuts.html\" title=\"\">on indefinite administrative leave<\/a>; and shifted oversight of the agency to the State Department.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Thursday, the Trump administration announced plans to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/06\/us\/politics\/usaid-job-cuts.html\" title=\"\">gut the agency\u2019s staff<\/a>, reducing <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/03\/us\/politics\/usaid-foreign-aid-musk.html\" title=\"\">U.S.A.I.D.\u2019s<\/a> work force of more than 10,000 to perhaps <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/07\/us\/politics\/usaid-trump.html\" title=\"\">a few hundred<\/a>. On Friday, a judge <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2025\/02\/07\/us\/trump-administration-updates\/judge-will-freeze-elements-of-trump-plan-to-shut-down-usaid?smid=url-share\" title=\"\">temporarily blocked<\/a> elements of the Trump administration\u2019s plan to shut down the agency, though the aid freeze remains in effect.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<p><h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-3ab97078\">How much foreign aid does the U.S. provide?<\/h2>\n<\/p>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In total, the United States spent nearly $72 billion on foreign assistance in 2023, which includes spending by U.S.A.I.D., the State Department and programs managed by agencies like the Peace Corps.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As a percentage of its economic output, the United States \u2014 which has the world\u2019s largest economy \u2014 gives much less in foreign aid than other developed countries.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">U.S.A.I.D. spent <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/03\/us\/politics\/elon-musk-trump-usaid-agency.html?searchResultPosition=1\" title=\"\">about $38 billion<\/a> on health services, disaster relief, anti-poverty efforts and other programs in fiscal year 2023. That was less than 1 percent of the federal budget.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-4a7785de\">Who are the recipients?<\/h2>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s freeze on U.S. foreign aid does not apply to weapons support for countries like Israel and Egypt, and emergency food assistance is also exempt.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2023, the last year for which full data is available, Ukraine, which has been waging a war against Russia since Moscow\u2019s full-scale invasion in February 2022, received $16.6 billion, the most U.S. assistance of any country or region. The bulk of that went to economic development, followed by humanitarian aid and security.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Israel \u2014 which was attacked by Hamas-led militants on Oct. 7, 2023, setting off a 15-month war in Gaza \u2014 received the second-highest amount of U.S. assistance: $3.3 billion in 2023, mainly for security.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Ethiopia, Somalia and Nigeria received more than $1 billion each in 2023, mostly for humanitarian aid.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In Latin America, Colombia was the top recipient of U.S. aid, $705 million, in 2023.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-449a73f3\">How is the money spent?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">U.S. foreign aid can be structured as direct financial assistance to countries through nongovernmental organizations; military support; food and medical aid; or technical expertise.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Foreign aid can be a form of soft power, serving a country\u2019s strategic interests, strengthening allies and helping to prevent conflicts.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/06\/us\/politics\/usaid-job-cuts.html\" title=\"\">In the case of U.S.A.I.D.<\/a>, money has gone toward humanitarian aid, development assistance and direct budget support <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/28\/world\/europe\/ukraine-trump-aid-freeze.html?searchResultPosition=1\" title=\"\">in Ukraine<\/a>, peace-building in Somalia, disease surveillance in Cambodia, vaccination programs in Nigeria, H.I.V. prevention in Uganda and maternal health assistance in Zambia. The agency has also helped to contain major outbreaks of Ebola.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Contrary to a claim by Mr. Trump, U.S. money has not been used to send <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/06\/us\/politics\/trump-executive-orders-fact-check.html\" title=\"\">condoms to Gaza for use by Hamas<\/a>, health officials say. In <a class=\"css-yywogo\" href=\"https:\/\/internationalmedicalcorps.org\/press-release\/international-medical-corps-operations-in-gaza\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a statement<\/a> late last month, the International Medical Corps said that it had received more than $68 million from U.S.A.I.D. since October 2023 for its work in the enclave but that \u201cno U.S. government funding was used to procure or distribute condoms.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Instead, the group said, the money was used to operate two field hospitals, treat and diagnose malnutrition, deliver more than 5,000 babies and perform 11,000 surgeries.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-4fd3e2a3\">Why was the freeze ordered?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">For years, conservative critics have questioned the value of U.S. foreign aid programs. The Trump administration argues that the halt to foreign aid is necessary to examine whether U.S. funds are being wasted.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cEvery dollar we spend, every program we fund and every policy we pursue must be justified with the answer to three simple questions,\u201d Secretary of State Marco Rubio said in <a class=\"css-yywogo\" href=\"https:\/\/www.state.gov\/implementing-the-presidents-executive-order-on-reevaluating-and-realigning-united-states-foreign-aid\/#:~:text=As%20Secretary%20of%20State%20Marco,it%20make%20America%20more%20prosperous%3F%E2%80%9D\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a recent statement<\/a>. \u201cDoes it make America safer? Does it make America stronger? Does it make America more prosperous?\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On his Truth Social platform Friday, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/07\/us\/politics\/usaid-trump.html\" title=\"\">Mr. Trump wrote, \u201cCLOSE IT DOWN!\u201d<\/a> He has asserted without evidence that the agency was \u201crun by radical lunatics.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Rubio, who <a class=\"css-yywogo\" href=\"https:\/\/edition.cnn.com\/2025\/02\/05\/politics\/video\/kfile-marco-rubio-usaid-foreign-aid-praise-ebof-digvid\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">previously spoke out in support of the agency<\/a>, has taken aim at the organization, <a class=\"css-yywogo\" href=\"https:\/\/sv.usembassy.gov\/remarks-by-secretario-rubio-at-aeroman\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">faulting its employees<\/a> for \u201cdeciding that they\u2019re somehow a global charity separate from the national interest.\u201d <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">He has insisted, however, that the takeover was \u201cnot about getting rid of foreign aid.\u201d He said <a class=\"css-yywogo\" href=\"https:\/\/www.state.gov\/secretary-marco-rubio-with-rich-edson-of-fox-news\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">during a recent Fox News interview<\/a>, \u201cWe have rank insubordination\u201d in the agency, adding that U.S.A.I.D. employees had been \u201ccompletely uncooperative, so we had no choice but to take dramatic steps to bring this thing under control.\u201d<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-7003fd47\">What have been the effects of the aid freeze?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">As organizations across the globe reeled, the Trump administration switched gears. Mr. Rubio announced that \u201clifesaving humanitarian assistance\u201d could continue but that the reprieve would be \u201ctemporary.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But by then, hundreds of senior officials and workers who help distribute American aid had <a class=\"css-yywogo\" href=\"https:\/\/www.npr.org\/sections\/goats-and-soda\/2025\/01\/28\/g-s1-45132\/usaid-contract-employees-layoffs-trump\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">already been fired<\/a> or <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/27\/us\/politics\/trump-usaid-officials.html\" title=\"\">put on leave<\/a>, and many aid efforts remain paralyzed.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dozens of clinical trials in South Asia, Africa and Latin America have been suspended. The freeze left people with experimental drugs and medical products in their bodies, cut them off from the researchers monitoring them and spread fear.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In South Africa, for example, the freeze shut down a U.S.A.I.D.-funded <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/06\/health\/usaid-clinical-trials-funding-trump.html?searchResultPosition=5\" title=\"\">study of silicone rings<\/a> inserted in women to prevent pregnancy and H.IV. infection. <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">About 2.4 million anti-malaria bed nets, manufactured to fulfill U.S.-funded orders and bound for countries across sub-Saharan Africa, were stuck in production facilities in Asia. Those contracts are frozen because the U.S.A.I.D. subcontractor that bought them is not allowed to talk to the manufacturer under the terms of the freeze.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In Uganda, a national anti-malaria program suspended spraying insecticide into village homes and halted shipments of bed nets for distribution to pregnant women and young children.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And in Syria, the executive order <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/28\/us\/politics\/trump-rubio-foreign-aid.html\" title=\"\">threatens a U.S. program supporting security forces<\/a> inside a notorious camp, known as Al Hol, in the Syrian desert that holds tens of thousands of Islamic State members and their families, Syrian and U.S. officials said.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-53d2d62\">What was the reaction to the Trump order?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">U.S.A.I.D. officials have been bracing for a drastic reduction to their ranks since contractors started being let go just days after the Trump administration\u2019s stop-work order. But Democratic lawmakers say the moves to dismantle the agency or merge it with the State Department are illegal.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Two unions representing U.S.A.I.D. employees on Thursday filed a lawsuit against Mr. Trump, Mr. Rubio, Treasury Secretary Scott Bessent and the agencies they lead. The suit argued that the reduction in personnel and the cancellation of global aid contracts were unconstitutional and violated the separation of powers.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-10\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">It sought an injunction to stop the firing and furloughing of employees and the dismantling of the agency. It argued that U.S.A.I.D. cannot be unwound without the previous approval of Congress.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhat we\u2019re seeing is an unlawful seizure of this agency by the Trump administration in a plain violation of basic constitutional principles,\u201d said Robin Thurston, the legal director for Democracy Forward, one of two advocacy organizations that filed the lawsuit on behalf of the American Foreign Service Association and American Federation of Government Employees.
