Overall expenditure on education is at 4.64% of the GDP.<\/p>\n<p>The report lays out the policy roadmap for enhancing higher education in India with focus on quality, funding, governance and employability.<\/p>\n<p>\u201cSPUs are the backbone of India\u2019s vast and wide-reaching higher education system. It is hoped that the report will not only serve as a valuable resource for all concerned stakeholders but also inspire a collective effort of transforming SPUs into hubs of top quality talent, research and innovation,\u201d the Aayog said. <\/p>\n<p><!--\/include_growfast.cms?pagename=article&skipcss=1potime:2--><br \/>As per the report, there is a need to establish a dedicated infrastructure finance agency specifically for SPUs. \u201cThis agency should focus on providing loans and grants for infrastructure development, state-of-the-art research facilities and student, scholar, and faculty accommodation.Vouching for <a ref=\"dofollow\" data-ga-onclick=\"Inarticle articleshow link click#News#href\" href=\"https:\/\/economictimes.indiatimes.com\/topic\/fee-autonomy\" target=\"_blank\" rel=\"noopener\">fee autonomy<\/a> to states, the Aayog said the government should identify a group of leading state public universities (SPUs) with strong financial management practices to pilot a programme with limited fee autonomy.\u201cEstablish clear guidelines for fee adjustments within the pilot programme, assess its impact on university finances, student enrolment, and educational quality and accordingly refine the fee autonomy framework based on the pilot\u2019s learnings while considering its expansion to other universities,\u201d it said. <\/p>\n<p>The Aayog has also called for introduction of a National Research Policy, creation of centres of excellence in clusters of SPUs to address local challenges while extending support to research commercialization and Start-ups.<\/p>\n<p>Besides, it has proposed integrating employability-focussed modules in the SPU curricula with emphasis on well-defined learning outcomes.<\/p>\n<p>Citing the University Grants Commission\u2019s data, the Aayog said India has 495 SPUs with highest in Karnataka (43) followed by West Bengal and Uttar Pradesh with 38 each.
