Regulators said the app service would resume after they had ensured it complied with South Korea\u2019s laws on protecting personal information.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Chinese chatbot has topped the charts of most downloaded apps around the world since its release last month. The app is powered by an A.I. system whose performance rivals top products made by American companies and was built, DeepSeek said, for a fraction of their cost.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">DeepSeek\u2019s claims that it built its technology with <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/23\/technology\/deepseek-china-ai-chips.html\" title=\"\">far fewer expensive computer chips<\/a> than companies typically use sent U.S. tech stocks tumbling last month and provoked a debate over whether Washington has failed in its attempts to block China\u2019s access to such chips.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">DeepSeek\u2019s success has thrust the little-known company, which is backed by a stock trading firm, into the spotlight. In China, DeepSeek has been <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/28\/business\/deepseek-china-reaction.html\" title=\"\">heralded as a hero<\/a> of the country\u2019s tech industry. The company\u2019s founder, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/29\/business\/deepseek-china-liang-wenfeng.html\" title=\"\">Liang Wenfeng<\/a>, met China\u2019s top leader, Xi Jinping, along with other <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/17\/business\/china-xi-jinping-jack-ma.html\" title=\"\">tech executives on Monday<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But outside China, the app\u2019s popularity has worried regulators over DeepSeek\u2019s security, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/29\/world\/asia\/deepseek-china-censorship.html\" title=\"\">censorship<\/a> and management of sensitive data.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The app had become one of South Korea\u2019s most popular downloads in the artificial intelligence category. Earlier this month, South Korea directed many government employees not to use DeepSeek products on official devices.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Government agencies in Taiwan and Australia have also told workers not to use DeepSeek\u2019s products, over security concerns.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">South Korea\u2019s Personal Information Protection Commission said it had identified problems with how the app processes personal information, adding that it decided \u201cit would inevitably take a considerable amount of time to correct\u201d them.
