But whether Mr. Kellogg can persuade Mr. Trump to renew ties with the Ukrainian leader is unclear.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Wednesday, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/19\/world\/europe\/ukraine-zelensky-trump-russia-war.html\" title=\"\">Mr. Trump labeled Mr. Zelensky a \u201cdictator,\u201d<\/a> and the Ukrainian president accused him of echoing Russian propaganda. And there are concerns in Kyiv that Mr. Kellogg has been sidelined from the Trump administration\u2019s negotiating team, since he was not part of the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/18\/world\/europe\/us-russia-saudi-ukraine.html\" title=\"\">U.S. delegation that met with Russian officials<\/a> this week to initiate peace talks.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ukraine is wary of straining ties with Washington, its biggest ally, however, and Kyiv has suggested that the meeting will aim to stop the feud from escalating into an out-of-control dispute. \u201cIt is crucial for us that the meeting and our overall cooperation with America be constructive,\u201d Mr. Zelensky said in his <a class=\"css-yywogo\" href=\"https:\/\/www.president.gov.ua\/en\/news\/rozrahovuyu-na-ukrayinsku-yednist-na-ukrayinsku-horobrist-na-96205\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">nightly address<\/a> on Wednesday.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kellogg has said that the United States is <a class=\"css-yywogo\" href=\"https:\/\/en.interfax.com.ua\/news\/general\/1048871.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">conducting separate discussions<\/a> on a potential peace deal with Russia and with Ukraine and that he is leading the U.S.-Ukraine track and Steve Witkoff, Mr. Trump\u2019s Middle East envoy, is in charge of the U.S.-Russia track. The two envoys will then return to Washington to compare notes and determine the next steps, Mr. Kellogg added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kellogg arrived in Kyiv on Wednesday morning for a three-day visit. Speaking from the city\u2019s railway station upon arrival, he said that his mission would be to \u201csit and listen\u201d to Ukraine\u2019s concerns, and he added that he understood Ukraine\u2019s \u201cneed for security guarantees\u201d in any postwar settlement.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Later that day, he met with a series of top Ukrainian officials, including <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/08\/world\/europe\/ukraine-russia-war-oleksandr-syrsky.html\" title=\"\">Gen. Oleksandr Syrsky<\/a>, the head of the Ukrainian army; <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/article\/russia-ukraine-kharkiv.html\" title=\"\">Gen. Kyrylo Budanov<\/a>, the head of Ukraine\u2019s military intelligence agency; and Andriy Yermak, the head of Mr. Zelensky\u2019s office. The timing of his meeting with the Ukrainian president on Thursday was not immediately clear.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Beyond discussing a possible path to a peace deal, Mr. Kellogg was expected to address a potential agreement that would grant the United States access to Ukrainian natural resources as compensation for past aid and, possibly, as a guarantee for future assistance. Mr. Trump has insisted that he wants payback for the money that Washington has invested in Ukraine\u2019s defense.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Scott Bessent, the U.S. Treasury secretary, presented Mr. Zelensky with <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/12\/world\/europe\/scott-bessent-us-ukraine.html\" title=\"\">a draft of the agreement<\/a> last week. But Mr. Zelensky <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/15\/world\/europe\/ukraine-minerals-us-deal-rejected.html\" title=\"\">rejected the proposal<\/a> \u2014 an extraordinary demand to grant the United States a 50 percent interest in Ukraine\u2019s natural resources like minerals, oil and gas \u2014 because it did not tie resource access to security guarantees for Kyiv.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump has demanded $500 billion of Ukrainian critical minerals, a request that Mr. Zelensky dismissed as \u201cnot serious\u201d during a news conference on Wednesday. But Mr. Zelensky said that Ukraine was still open to striking a deal to trade some of its resources for security guarantees.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump expressed frustration with Mr. Zelensky\u2019s refusal to sign the deal, <a class=\"css-yywogo\" href=\"https:\/\/edition.cnn.com\/politics\/live-news\/trump-administration-news-doge-musk-02-19-25#cm7ctw02v00113b6nc1hmmlc8\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">telling reporters on Air Force One<\/a> on Wednesday night that Mr. Bessent had been \u201ctreated rather rudely.\u201d Mr. Trump insisted that he would resurrect the deal with Ukraine\u2019s leader, \u201cor things are going to not make him too happy.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In some ways, Mr. Kellogg could be an ally to Kyiv. He has adopted a more aggressive stance toward Russia than Mr. Trump and some of his advisers, proposing that Washington could increase sanctions to push Russia toward a peace deal and favorably viewing the Biden administration\u2019s approval for Ukraine to strike inside Russia with long-range missiles.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kellogg\u2019s three-day visit to Ukraine is unusually long for an American official. Since the war began nearly three years ago, U.S. officials have typically limited their trips to a single day for security reasons.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Zelensky said on Wednesday that he hoped Mr. Kellogg could talk to civilians and service members to grasp the reality of the war, including through a possible visit to the front line.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt\u2019s important to feel the atmosphere on the ground,\u201d Mr. Zelensky said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Mr. Kellogg\u2019s first night in Ukraine, air defense systems worked to repel a large Russian assault on energy infrastructure.
