It is unclear whether serious negotiations on a second phase have even begun. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Steve Witkoff, President Trump\u2019s Middle East envoy, was expected in the region yesterday in an attempt to move the talks forward.
