After journalists were escorted out of the Oval Office, Mr. Trump canceled the rest of the visit, including a planned joint news conference and signing ceremony for the minerals deal. A grim-faced Mr. Zelensky then strode out of the West Wing, climbed into a waiting black sport utility vehicle and departed the White House grounds.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cI have determined that President Zelenskyy is not ready for Peace if America is involved, because he feels our involvement gives him a big advantage in negotiations,\u201d Mr. Trump wrote on social media. \u201cI don\u2019t want advantage, I want PEACE. He disrespected the United States of America in its cherished Oval Office. He can come back when he is ready for Peace.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The confrontation left the state of affairs uncertain, but provided a major boost to President Vladimir V. Putin of Russia, who has long sought to drive a wedge between Ukraine and its most important patron, the United States.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Even as he shouted at Mr. Zelensky on Friday, Mr. Trump expressed solidarity with Mr. Putin, saying that the two of them had together endured the special counsel investigation during his first term into Russian efforts to help elect Mr. Trump win the 2016 election.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The president\u2019s verbal assault on Mr. Zelensky was a remarkable display of anger and resentment toward the leader of a country that has been invaded by a larger power intent on eliminating it as an independent state. No president in memory has ever erupted at a visiting foreign leader in such a vituperous way on camera, not even enemies of the United States, much less a putative ally.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Talking over the Ukrainian leader, Mr. Vance told Mr. Zelensky that it was \u201cdisrespectful\u201d for him to come to the Oval Office and make his case in front of the American news media and demanded that he thank Mr. Trump for his leadership. Mr. Trump jumped in and told the Ukrainian leader, \u201cYou\u2019re not really in a good position right now\u201d and that \u201cyou\u2019re gambling with World War III.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cYou\u2019re either going to make a deal or we\u2019re out,\u201d Mr. Trump added. \u201cAnd if we\u2019re out, you\u2019ll fight it out and I don\u2019t think it\u2019s going to be pretty.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Vance\u2019s eagerness to assail Mr. Zelensky left many observers wondering whether it was a planned ambush or an impromptu tantrum, but it seemed to then prompt Mr. Trump to join in.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The result, though, was the blowup of an economic deal that Mr. Trump had prioritized in recent days, a commitment by Ukraine to turn over rare mineral rights to repay U.S. military aid over the past three years. The future of that deal remained unclear.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Zelensky\u2019s hurriedly arranged visit to Washington to sign that deal was meant to smooth over tensions with Mr. Trump, who just last week parroted Russian talking points by falsely claiming that Ukraine \u201cstarted\u201d the war and calling Mr. Zelensky a \u201cdictator without elections.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">With Mr. Zelensky agreeing to the minerals deal, Mr. Trump seemed ready to make nice with Mr. Zelensky by telling reporters on Thursday that he did not remember the dictator comment and expressing respect for the Ukrainian leader. He welcomed Mr. Zelensky at the door of the West Wing on Friday morning with an honor guard, and they shook hands politely but without evident warmth.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The encounter, though, quickly turned hostile shortly after they sat down in the Oval Office with journalists present. Mr. Zelensky, dressed in his usual dark, long-sleeved shirt, sought to explain the history of the war with Russia, noting that it went back to 2014 when Moscow first seized Crimea and occupied territory in eastern Ukraine and continued through Mr. Trump\u2019s first term.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">But Mr. Vance interrupted and began assailing Mr. Zelensky. \u201cI think it\u2019s disrespectful for you to come into the Oval Office to try to litigate this in front of the American media,\u201d he lectured. \u201cYou should be thanking the president for trying to bring an end to this conflict.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">He accused Mr. Zelensky of mounting a \u201cpropaganda tour\u201d in the United States. \u201cDo you think it\u2019s respectful to come to the Oval Office and attack the administration that\u2019s trying to prevent the destruction of your country?\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Zelensky tried to respond to Mr. Vance\u2019s assertions<span class=\"css-8l6xbc evw5hdy0\">  <\/span>and said that the United States could feel threatened by Russia some day. \u201cYou have a nice ocean and don\u2019t feel now, but you will feel it in the future,\u201d he said.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">That triggered Mr. Trump, who cut him off. \u201cDon\u2019t tell us what we\u2019re going to feel,\u201d he said, raising his voice. \u201cYou\u2019re not in a good position. You don\u2019t have the cards right now.\u201d <\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cI\u2019m not playing cards,\u201d Mr. Zelensky replied. \u201cI\u2019m very serious, Mr. President. I\u2019m the president in a war.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cYou\u2019re gambling with World War III,\u201d Mr. Trump retorted. \u201cAnd what you\u2019re doing is very disrespectful to the country, this country, that\u2019s backed you far more than a lot of people said they should have.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Vance jumped back in. \u201cHave you said \u2018thank you\u2019 once this entire meeting? No.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Trump\u2019s blowup with Mr. Zelensky contrasts with his assessment of Mr. Putin, whom he has long admired and since winning a second term <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/18\/us\/politics\/trump-russia-putin.html\" title=\"\">only praised<\/a>. Just this week, the president called Mr. Putin \u201ca very smart guy\u201d and <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/remarks\/2025\/02\/remarks-by-president-trump-before-cabinet-meeting\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">\u201ca very cunning person.\u201d<\/a> He said that he believed that Mr. Putin really wants peace, and predicted on Thursday that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2025\/02\/27\/us\/trump-news\/starmer-ukraine-trump?smid=url-share\" title=\"\">\u201che\u2019ll keep his word\u201d<\/a> if a deal is reached, despite multiple Russian violations of agreements in the past.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">While he has spoken with Mr. Putin by telephone, Mr. Trump has given little sense of how he expects to negotiate either a cease-fire or an enduring peace agreement. During last year\u2019s campaign, he promised to end the war within 24 hours and to do so even before his inauguration, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/19\/us\/politics\/trump-promise-ending-ukraine-war.html\" title=\"\">neither of which he actually did<\/a>.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Since taking office, Mr. Trump has demanded that Ukraine turn over some of its natural resources as payback for military aid provided under President Joseph R. Biden Jr. to defend itself against Russia.
