{"id":251354,"date":"2025-03-04T10:14:12","date_gmt":"2025-03-04T10:14:12","guid":{"rendered":"https:\/\/news.talkwithrattan.com\/index.php\/2025\/03\/04\/as-gaza-crisis-deepens-arab-leaders-are-to-meet-to-form-a-plan\/"},"modified":"2025-03-04T10:14:12","modified_gmt":"2025-03-04T10:14:12","slug":"as-gaza-crisis-deepens-arab-leaders-are-to-meet-to-form-a-plan","status":"publish","type":"post","link":"https:\/\/news.talkwithrattan.com\/index.php\/2025\/03\/04\/as-gaza-crisis-deepens-arab-leaders-are-to-meet-to-form-a-plan\/","title":{"rendered":"As Gaza Crisis Deepens, Arab Leaders Are to Meet to Form a Plan"},"content":{"rendered":"<div style=\"text-align:center\"><img decoding=\"async\" src=\"https:\/\/i3.wp.com\/static01.nyt.com\/images\/2025\/03\/03\/multimedia\/03arab-summit-1-hlqt\/03arab-summit-1-hlqt-facebookJumbo.jpg?ssl=1\" class=\"attachment-post-thumbnail size-post-thumbnail wp-post-image\" alt=\"As Gaza Crisis Deepens, Arab Leaders Are to Meet to Form a Plan\" title=\"As Gaza Crisis Deepens, Arab Leaders Are to Meet to Form a Plan\" \/><\/div><p> <br \/>\n<\/p>\n<div data-testid=\"companionColumn-0\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">When leaders of every Arab country meet for an emergency summit in Cairo on Tuesday, they will face pressure to come up with something that has proved elusive for decades: a comprehensive Arab vision for Gaza, just as the Israel-Hamas cease-fire is teetering and Israel, buoyed by President Trump\u2019s backing, holds the upper hand.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cArab Summit: Rescue mission,\u201d read the stark headline on Saturday in Al-Ahram, Egypt\u2019s state-owned flagship newspaper, over an <a class=\"css-yywogo\" href=\"https:\/\/english.ahram.org.eg\/NewsContent\/50\/1201\/541108\/AlAhram-Weekly\/Egypt\/Arab-Summit-Rescue-mission.aspx\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">article<\/a> outlining the \u201cuphill task\u201d facing Arab leaders.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The summit was originally called in response to Mr. Trump\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/05\/us\/politics\/trump-gaza-netanyahu-takeover.html\" title=\"\">proposal<\/a> last month to expel Palestinians from Gaza, send them to Egypt and Jordan and turn the territory into a tourism hub, an idea much of the world has rejected as ethnic cleansing.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Egypt, Jordan and Arab allies have <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/12\/world\/middleeast\/trump-gaza-egypt-jordan.html\" title=\"\">pushed back<\/a> on the plan, saying it would <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/05\/world\/middleeast\/egypt-jordan-gaza-trump.html\" title=\"\">destroy<\/a> any remaining hope of a Palestinian state, threaten their national security and destabilize the entire region.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump appeared to soften his position recently, saying in an interview that he was \u201cnot forcing it.\u201d But the Arab world remains deeply concerned about Gaza, especially now that the cease-fire that has paused the bloodshed there for six weeks and seen Israel and Hamas exchange Palestinian prisoners for Israeli hostages is <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/03\/world\/middleeast\/israel-hamas-cease-fire-assess.html\" title=\"\">in doubt<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In the latest crisis to shake the agreement, Israel began <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/02\/world\/europe\/israel-aid-gaza-cease-fire-proposal.html\" title=\"\">blocking<\/a> all aid and goods from entering Gaza on Sunday, attempting to strong-arm Hamas into delaying a permanent end to the war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Israel also recently <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/24\/world\/middleeast\/israel-west-bank-what-why.html\" title=\"\">drove<\/a> tens of thousands of Palestinians from their homes in the West Bank and ruled out allowing them to return, intensifying Arab fears that an Israel emboldened by Mr. Trump\u2019s support will<span class=\"css-8l6xbc evw5hdy0\">  <\/span>attempt to annex the West Bank.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Israeli-Palestinian conflict has haunted the Middle East for decades. But recent events have brought the question of how to resolve it to a head, forcing Arab countries to scramble over the last few weeks to respond to Israel\u2019s actions and come up with a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/19\/world\/middleeast\/gaza-reconstruction-alternatives.html\" title=\"\">counter proposal<\/a> to Mr. Trump\u2019s.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Beyond insisting on Palestinian statehood and rejecting forcible displacement, Arab countries have not yet agreed on an alternative vision for Gaza \u2014 let alone one that Palestinian political factions, Israel, the United States and other countries would sign on to.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The leaders of Egypt, Jordan and Gulf Arab states <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/21\/world\/middleeast\/arab-leaders-plan-gaza.html\" title=\"\">met<\/a> last month in Riyadh, Saudi Arabia, to strategize ahead of Tuesday\u2019s summit in Cairo, which will include all 22 members of the Arab League as well as the United Nations secretary-general and the European Council\u2019s president.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">At the summit, where representatives aim to hammer out a formal proposal, the discussions will likely center on Egypt\u2019s plan, which would involve rebuilding Gaza without moving Palestinians out of the strip and putting technocrats and community leaders unaffiliated with Hamas in charge of the territory after the fighting ends, according to diplomats and officials briefed on the proposal. Under this framework, oil-rich Gulf states would likely pay for Gaza\u2019s reconstruction, though Egyptian officials have also suggested Europe could also contribute funds.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Egyptian plan is \u201cready\u201d to be presented to other Arab countries, Egypt\u2019s foreign minister, Badr Abdelatty, said during a news conference with a senior European Union official in Cairo on Sunday, according to Al Qahera News, a government-linked broadcaster.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">He called for the second phase of the cease-fire agreement between Israel and Hamas \u2014 which is supposed to lead to a permanent end to the war \u2014 to start immediately.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Saturday, Mr. Abdelatty said in a news conference with the Palestinian prime minister and foreign minister that Egypt had volunteered to train Palestinian police forces to be deployed in Gaza while the territory is rebuilt.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But there remains little agreement over central questions, such as how to govern Gaza, how to manage its security, how to rebuild it and what role Hamas would play, if any.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">And any plan would have to get around a more fundamental issue: While Arab leaders will support only a framework that would include at least a nominal path toward Palestinian statehood, Israeli leaders are against paving the way to Palestinian sovereignty.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Arab leaders also want the approval of the Palestinian Authority, the internationally recognized body that runs the West Bank and also administered Gaza until Hamas seized control of the strip in 2007. The two territories should be united as one state, Arab officials argue, and must be linked in any conversations about Gaza.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But the authority\u2019s president, Mahmoud Abbas, has appeared reluctant to give his blessing to any governing arrangement, including the technocratic committee Egypt has proposed, that does not put him fully in control of Gaza.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Hamas officials have said they would be willing to hand over control of civil affairs to such a committee.
