It deals with disputes between countries and violations of international treaties. In this case, the court can claim jurisdiction because both Sudan and the United Arab Emirates have adopted the 1948 Genocide Convention.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Sudan is one of the poorest countries on the African continent. Its population of 50 million has seen almost one-third of its people displaced during the civil war, which began in April 2023 and has led to widespread killing, hunger and disease.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Tens of thousands have died and more than three million are believed to have fled the violence. The U.N. has said Sudan is suffering the world\u2019s worst hunger crisis, affecting an estimated five million people.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Both sides of the conflict \u2014 government forces and the rebels \u2014 have committed atrocities against civilians, according to reports by the United Nations and other human rights groups.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Sudan took its complaint to the International Court of Justice on Tuesday. It focuses on the actions of the Rapid Support Forces, a paramilitary group, and its allied Arab militias, which have dominated Khartoum, the capital, and been accused of committing massacres of the non-Arab Masalit tribe in West Darfur.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Sudan accuses the rebels of committing \u201cgenocide, murder, theft, rape\u201d and other violations, a statement by the court said. \u201cAccording to Sudan, all such acts have been, \u2018perpetrated and enabled by the direct support\u2019 given by the United Arab Emirates,\u201d the statement said. <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Sudan has asked the court\u2019s judges to issue an urgent restraining order against the United Arab Emirates, by telling the Emiratis that any armed units or persons over whom they have influence or control must be prevented from committing genocidal acts against the Masalit people.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It is unclear whether the judges will grant the restraining order. But even if they do, they have little power to enforce it. Judges issued such an order against Russia after it invaded Ukraine. They also handed down several orders against Israel over attacks against civilians in Gaza.
