The Competition Commission of India<\/a> (CCI) on Friday proposed to curb investments by its employees in certain commodity and equity<\/a> instruments, as it unveiled draft rules on their conduct.<\/p>\n

Seeking stakeholder<\/a> comments on the draft CCI (Conduct) Rules, 2025, the antitrust regulator said: \u201cNo employee shall make any direct or indirect investment in commodity derivatives, equity and equity related instruments, including convertible debentures and warrants except units of mutual funds, non-convertible bonds and non-convertible debentures, initial public offerings and in rights<\/a> issues in respect of the shares<\/a> already held by them.”<\/p>\n

These restrictions would also apply to such investments made by the children, spouse, parents and parents-in-law if they are dependent on the CCI employees.<\/p>\n

The employees would also be barred from indulging in badla trading or speculating in shares or commodities.<\/p>\n

\u201cNo employee shall, when in knowledge of unpublished price sensitive information, encourage any person to deal in the securities to which it relates,\u201d it said.<\/p>\n


Employees can\u2019t engage in any trade or business or undertake any other employment without the previous sanction of the Commission. They also can\u2019t hold an elective office, or canvass for candidates either.The draft rules are \u201cproposed to be introduced, in line with those already existing in other similarly placed organizations, to ensure confidentiality in the Commission and to set high standards of ethics among the employees\u201d, the regulator said in a statement.Given that its employees deal with confidential and commercially sensitive information received from various parties, high level of confidentiality in handling such matters is required of them, the regulator said, justifying its proposal to introduce the code of conduct<\/a>.<\/p>\n

Stakeholders can submit their comments on the draft rules until April 6, 2025.<\/p>\n

Among other stipulations, the regulator has proposed that an employee can take up commercial employment within one year of their retirement only with its prior approval in writing.<\/p>\n

The regulator also wants employees to avoid accepting \u201clavish\u201d or \u201cfrequent hospitality\u201d or gifts from anyone having official dealings with them or with the Commission, subject to conditions.
