The broad attendance reflected a widespread dismay at Mr. Trump\u2019s \u201cpause\u201d in American military aid to Ukraine and his embrace of the views of President Vladimir V. Putin of Russia. Soon after the meeting, the United States <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/11\/world\/europe\/ukraine-us-saudi-cease-fire-talks.html\" title=\"\">said it would lift the pause<\/a> on intelligence sharing and resume military assistance to Ukraine.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cI think the moment is important and your presence here sends out a real signal,\u201d Gen. Thierry Burkhard, France\u2019s military chief of staff, told the gathered officials at the start of the meeting, according to footage released by the French military<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There is near unanimity in Europe that Ukraine is its front line against Moscow and that the defense of Ukraine equals the defense of the continent. There has been a sea change. A Europe that was long content to enjoy a post-Cold War peace dividend is now in a bristling mood of rearmament.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhatever it takes\u201d were the words this month of Germany\u2019s incoming Chancellor, Friedrich Merz, to describe \u201cthe rule for our defense,\u201d given the change in American strategy. It was a powerful declaration of emancipation for a German Republic effectively created and shaped by the United States after World War II.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWho can believe that the Russia of today will stop at Ukraine?\u201d Mr. Macron asked in <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/05\/world\/europe\/france-nuclear-europe.html\" title=\"\">a speech to the nation last week<\/a>. \u201cAs I speak, and for years to come, Russia has become a threat to France and to Europe.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The French defense minister, S\u00e9bastien Lecornu, <a class=\"css-yywogo\" href=\"https:\/\/x.com\/Armees_Gouv\/status\/1899393908733333734\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">added on Tuesday<\/a> that the new challenge facing Europe was \u201cnot so much the Russian threat as above all the unpredictability of our American partner.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">How and where any European peacekeeping force would deploy in Ukraine is unclear. Any truce, let alone peace agreement, appeared remote as a Ukrainian delegation met United States envoys, including Secretary of State Marco Rubio, in Saudi Arabia. Sergey V. Lavrov, the Russian foreign minister, said last month that any such European deployment was \u201cclearly unacceptable.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">President Volodymyr Zelensky of Ukraine, convinced that Mr. Putin cannot be trusted, has spoken of the need for a security force of 200,000 troops, but that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/11\/world\/europe\/ukraine-russia-trump.html?searchResultPosition=4\" title=\"\">appears far beyond Europe\u2019s capacity<\/a>. A deployment in the low tens of thousands seems more plausible, designed to be a credible deterrent, perhaps complemented by an air force contingent to enforce a no-fly zone.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI would see perhaps 15,000 to 20,000 European troops, enough to deter, but not so large as to be seen by Moscow as a NATO battle corps,\u201d said Camille Grand, a defense expert at the European Council on Foreign Relations in Brussels. \u201cYou will want three lines of defense \u2014 first the Ukrainian army, second this European force of reassurance and over the horizon a capacity to reinforce that with air power.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump waved away serious consideration of security during a televised meeting with Mr. Zelensky at the White House last month that veered into an angry confrontation.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe\u2019ll make a deal, and when the deal is made, I don\u2019t think we talk about security,\u201d Mr. Trump said, suggesting Mr. Putin could be trusted.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Whether the European force is conceivable, given Russian hostility and the possible lack of American support in critical areas, including intelligence, is an open question. The possibility that such troops would be drawn into the conflict if targeted by Russia, despite Mr. Macron\u2019s pledge that they \u201cwould not engage in frontline combat,\u201d is another complicating factor.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Beyond the narrow question of deployment, Europe has embarked with urgency on <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/07\/world\/europe\/europe-self-defense-trump.html?searchResultPosition=6\" title=\"\">the quest to build a credible European army<\/a>, a discussion that will continue Wednesday in Paris among defense ministers from France, Britain, Germany, Italy and Poland. Ukraine\u2019s defense minister will join virtually.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">How to fight together, accelerate munitions production and build readiness are core questions. Replacing what the United States provides \u2014 including intelligence capabilities, space capabilities, strategic transport and air-to-air refueling \u2014 amounts to an immense undertaking.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But the need for a sharp change of direction is acutely felt. Across Europe, mockery of Mr. Trump, combined with anger and astonishment, has steadily spread, even if the president has support among far-right parties and people tired of the domination of liberal elites.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/youtu.be\/G-lh0TUTtvI\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">A virulent speech this month<\/a> by a centrist French senator, Claude Malhuret, has gone viral in Europe and the United States, with millions of views.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe were at war with a dictator,\u201d Mr. Malhuret said, alluding to Mr. Putin. \u201cNow we are fighting a dictator supported by a traitor.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He suggested that Mr. Trump had treated Mr. Zelensky like \u201ca stable boy\u201d and described Mr. Trump\u2019s policies as \u201cmore than an illiberal drift, a beginning of the confiscation of democracy.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWashington has become Nero\u2019s court,\u201d he declared, alluding to the tyrannical Roman emperor, \u201cwith an incendiary emperor, submissive courtiers and a buffoon on ketamine in charge of purging the civil service.\u201d The \u201cbuffoon\u201d was an apparent reference to Elon Musk.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In subsequent interviews, Mr. Malhuret said he had expressed what Americans appeared afraid to say in the growing climate of fear that Mr. Trump\u2019s first weeks in office had provoked.
