The biggest hurdle in Himachal Pradesh has been Section 118 of Himachal Pradesh Tenancy and Land Reforms Act 1972 which prevents non-agriculturists and outsiders from owning land in the state. Every proposal to buy land needs Cabinet approval and this process takes years. <\/p>\n<p>The government has decided to relax this condition for tourism projects. Speaking exclusively to ET, Himachal Pradesh chief minister Sukhvinder Singh <a ref=\"dofollow\" data-ga-onclick=\"Inarticle articleshow link click#News#href\" href=\"https:\/\/economictimes.indiatimes.com\/topic\/sukhu\" target=\"_blank\" rel=\"noopener\">Sukhu<\/a> said, \u201cWe will promote wellness, religious and health tourism. My promise to the private players is \u2013 come invest in Himachal Pradesh and we promise you all clearances within 30 days.\u201d The state has set up a Tourism Investment Promotion Board under the chief minister for express clearances. \u201cWe will follow a single window system to get clearances for all tourism-related projects. The private investor needs to identify land and approach this board. This is my guarantee that the construction can begin within one month.\u201d<\/p>\n<p>The state government has a unique plan for the four wellness centres. \u201cThese will be premier projects where everything will be natural \u2013 the water will be natural from the springs and all food products used will be natural \u2013 milk and no-pesticide vegetables from the nearby villages,\u201d said Sukhu. Himachal Pradesh has also decided to set up a Spice Park in Hamirpur and develop tea estates as eco-tourism hubs, turning these lush green areas into attractive destinations for visitors seeking a more nature-focused experience.<\/p>\n<p>Behind this thrust on tourism is plain economics. Sukhu says the cash-strapped state is barely earning anything in revenue from industries. \u201cThis is a well-thought out policy to move away from industries. We have Asia\u2019s biggest pharma hub. We get just about Rs 200 crore as GST revenue from it. We are now eyeing 18% GST from tourism.\u201d Himachal Pradesh, which has a huge pension and salaries bill, is looking at the tourism industry as an employment generator. Out of Rs 100, the state spends Rs 25 on salaries, Rs 20 on pensions and Rs 24 on developmental works, as per government statistics. <\/p>\n<div style=\"display:none;\" data-ga-impression=\"Events_widget_$pagename#Impression#url\" class=\"liveEventMain_widget custom_ad\">\n<div class=\"topContain\">\n<div class=\"imgBox\"><\/div>\n<h3 class=\"logoTitle\">Live Events<\/h3>\n<\/div>\n<\/div>\n<p><!--\/live_events_widget.cms?pagename=articlepotime:1--><br \/>Sukhu said the state is also working on better connectivity. The state government has initiated land acquisition for expansion of Dharamshala airport. At the same time, it has initiated a plan to have heliports across the state. \u201cOur four-lane highways are already in place.
