New Delhi: A parliamentary panel<\/a> has called for plugging loopholes that have enabled junior-level officials to remain in crucial posts in economic and sensitive ministries for many years even as their respective heads have been changed several times, cautioning that such “long stays at a particular seat breeds corruption”.<\/p>\n

It also points out that some have manoeuvred their posts that their whole career has been in the Finance Ministry<\/a>, a parliamentary panel has noted in its report.<\/p>\n

These observations were made by the Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice chaired by BJP MP Brij Lal<\/a>, in its report on Department of Personnel and Training<\/a>.<\/p>\n

Describing the Central Secretariat Services<\/a> (CSS) & Central Secretariat Stenographers’ Services (CSSS) as the mainstay of Central Secretariat working, the panel says that gazetted officers are rotated and replaced after tenure of 3 years from the sensitive places.<\/p>\n

Rotational policy “is not being implemented in toto and there are officers who are on potentially favourable ministries\/places for over 8-9 years, especially in economic and sensitive ministries and are continuing their stay despite head of organisations being replaced 4-5 times,” the panel notes in its report.<\/p>\n

The Committee feels that this trend should be assessed.”Longer stays at particular seats or places breeds corruption and remedial measures need to be taken immediately and all transfers should be made immediately as per policy and no officer should stay beyond the prescribed time limit in any ministry,” it adds.<\/p>\n

The panel also cited a specific case of the finance ministry.<\/p>\n

“The committee wishes to point out that the Ministry of Finance has three department which have been categorised as economic and non-economic, instances have come to the notice of the committee where officers have manoeuvred their postings in such a way that their whole career has been in the same ministry and hence such lacuna needs to be plugged without any delay,” the report reads.<\/p>\n

Talking about IAS officers – the panel noted shortage of 1,316 IAS officers and suggested that DoPT should set up a penalty system withholding consideration for promotion quotas from states, one of the major reasons for shortage of IAS officers.<\/p>\n

The early implementation of the Chandramouli Committee’s report regarding the intake of direct recruit IAS officers was also suggested by the parliamentary panel.<\/p>\n

Taking note of 91 IAS officers not filing their immovable property returns, the panel suggested that a centralised compliance monitoring mechanism<\/a> may be established to ensure timely filing of returns by all IAS officers.
