On Monday, thousands who <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/12\/28\/world\/asia\/refugees-afghanistan-pakistan.html\" title=\"\">have called Pakistan home for generations<\/a> face a deportation deadline and an uncertain, possibly dangerous future.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Since the Soviet invasion of Afghanistan in 1979, millions of Afghans have sought refuge in neighboring Pakistan, fleeing waves of violence and instability. Over the decades, many have returned home, but conflict and political upheaval continue to send hundreds of thousands back.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The latest wave of displacement followed the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/08\/15\/world\/asia\/afghanistan-taliban-kabul-surrender.html\" title=\"\">Taliban\u2019s takeover of Afghanistan<\/a> in August 2021, after the collapse of Ashraf Ghani\u2019s U.S.-backed government. They included refugees who were promised resettlement in the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Many now face mandatory repatriation, with a Monday, March 31 deadline \u2014 a decision that was announced only last month, sparking widespread fear.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cAs a fellow Muslim nation and a neighbor, Pakistan should show compassion and grant refugees more time to prepare,\u201d said Haji Abdullah Bukhari, a community leader in Karachi. \u201cUprooting their lives in just a few days is impossible. Many have spent decades here, and now they are being forced to return to a country they barely know.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Pakistan\u2019s ongoing deportation of Afghan refugees stems from growing frustration with the Taliban administration, which it accuses of sheltering Pakistani militants, particularly Tehreek-e-Taliban Pakistan or T.T.P., <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/21\/world\/asia\/pakistan-terrorism.html\" title=\"\">responsible for deadly attacks inside Pakistan<\/a>. The Taliban deny these allegations, but tensions continue to rise.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2023, Pakistan <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/10\/30\/world\/asia\/afghanistan-pakistan-deportations.html\" title=\"\">expelled hundreds of thousands of Afghans<\/a> \u2014 both documented and undocumented. However, most refugees awaiting resettlement in Western countries were largely spared thanks to diplomatic interventions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Their fate, however, became increasingly uncertain in January when President Trump issued an executive order <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/20\/world\/asia\/refugees-afghanistan-trump.html\" title=\"\">suspending all refugee admissions<\/a> to the United States. This decision left thousands of Afghans <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/07\/world\/asia\/pakistan-afghanistan-refugees.html\" title=\"\">stranded in Pakistan<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In February, Pakistan announced its plans to repatriate Afghan nationals awaiting resettlement by March 31, along with 800,000 Pakistan-issued Afghan Citizenship Card holders and an unknown number of undocumented Afghan migrants.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The decision has sparked widespread unease, particularly among those most vulnerable to Taliban persecution, including former Afghan government and security officials, women\u2019s rights activists and journalists.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cMany have told us they fear prison, torture, or even execution if Pakistan forcibly sends them back to Afghanistan,\u201d said Moniza Kakar, a lawyer with <a class=\"css-yywogo\" href=\"https:\/\/x.com\/JAC_Refugees\/status\/1906413086149378527\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">the Joint Action Committee for Refugees<\/a>, a Pakistani civil society network that advocates for international intervention and support to safeguard lives.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/secure.avaaz.org\/campaign\/en\/save_60_lives_loc_nd\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Avaaz<\/a>, a global campaign working to secure humanitarian visas for a group of 60 Afghan women\u2019s rights activists stuck in Pakistan, has also voiced deep concern over the deportation drive.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Among those affected is Samia Hamza, a women\u2019s rights activist and former law and international relations student under the U.S.-funded <a class=\"css-yywogo\" href=\"https:\/\/www.ustranscom.mil\/mov\/denton.cfm\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Denton Program<\/a>. After the Taliban seized power, she protested against the ban on girls\u2019 education, further endangering herself.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As conditions worsened in late 2021, she <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/09\/08\/world\/asia\/pakistan-afghanistan-refugees.html\" title=\"\">fled to Pakistan<\/a>. However, she has since faced severe discrimination and economic hardship while awaiting U.S. resettlement through the <a class=\"css-yywogo\" href=\"https:\/\/travel.state.gov\/content\/travel\/en\/us-visas\/immigrate\/special-immg-visa-afghans-employed-us-gov.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">special immigration visas for Afghans<\/a> program.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Like many Afghans, she was devastated by the Trump administration\u2019s decision to halt new immigrants. \u201cWe have heard nothing about our case since then,\u201d said Hamza, who lives with her husband and four children in Islamabad. \u201cWith the threat of deportation, returning to Afghanistan means facing grave danger.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Pakistani government has ruled out extending the deportation deadline despite appeals from <a class=\"css-yywogo\" href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/03\/opaque-illegal-foreigners-repatriation-plan-targeting-afghan-refugees-must-be-withdrawn\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">international organizations<\/a> and the Taliban administration. Justifying its crackdown on Afghans, the government has drawn parallels to ongoing deportation efforts in the United States and various European countries.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Meanwhile, Philippa Candler, the Pakistan representative the U.N. refugee agency,<span class=\"css-8l6xbc evw5hdy0\">  <\/span>urged Pakistan and Afghanistan to ensure voluntary, safe returns. \u201cForced returns help no one and aren\u2019t sustainable \u2014 many deported in 2023 have already returned.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Many Afghans remember <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/23\/world\/asia\/pakistan-afghanistan-deportations.html\" title=\"\">terrifying scenes of the 2023 expulsions<\/a>, dreading the moment when police contingents might arrive \u2014 knocking on doors, rounding up families into trucks and transferring them to detention centers before forcing them into Afghanistan.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe are all praying for a miracle that Pakistan will stop the deportations to a country my children have never seen,\u201d said Naik Bakht, an Afghan refugee who arrived in Karachi in 1996. A father of three, all born in Pakistan, he said he fears for their future.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI am terrified. What will we do in Afghanistan? Where will we go?
