Putin\u2019s special representative for investment and economic cooperation. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">He said on the Telegram messaging app on Thursday that he had met with \u201crepresentatives of the administration of President Donald Trump\u201d on Wednesday and would do so again on Thursday.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There was no immediate comment from the Trump administration about Mr. Dmitriev\u2019s post. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Dmitriev\u2019s visit came despite sanctions imposed by the Biden administration that <a class=\"css-yywogo\" href=\"https:\/\/home.treasury.gov\/news\/press-releases\/jy0612\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">described him as \u201ca known Putin ally.\u201d<\/a> It also came as President Trump excluded Russia from the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/02\/business\/economy\/trump-tariffs-chart.html\" title=\"\">roster of countries hit by the steep tariffs<\/a> unveiled on Wednesday.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Dmitriev did not specify whom he was meeting with, but his main known American counterpart in recent weeks has been <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/13\/us\/politics\/witkoff-trumps-russia-putin.html\" title=\"\">Steve Witkoff<\/a>, the close friend of Mr. Trump who is the White House envoy for the Middle East and Russia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Dmitriev, a 49-year-old former banker who studied at Stanford and Harvard and worked at McKinsey and Goldman Sachs, has emerged as a key emissary for Mr. Putin in the Kremlin\u2019s efforts to build a close relationship with Mr. Trump.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Dmitriev\u2019s message, tailored to Mr. Trump\u2019s pecuniary mind-set, has been that the United States stands to profit from closer ties with Russia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In February, Mr. Dmitriev worked with Mr. Witkoff to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/12\/world\/europe\/russia-us-prisoner-exchange-marc-fogel.html\" title=\"\">help broker a prisoner exchange that led to the release of Marc Fogel<\/a>, an American teacher imprisoned in Moscow. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">In talks with Mr. Witkoff and other American officials in Saudi Arabia days later, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/19\/world\/europe\/trump-russia-ukraine-putin-trump.html\" title=\"\">Mr. Dmitriev claimed that U.S. companies had incurred $324 billion in losses<\/a> by pulling out of Russia after Mr. Putin\u2019s invasion of Ukraine.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Dmitriev <a class=\"css-yywogo\" href=\"https:\/\/t.me\/kadmitriev\/49\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">said in his social media post<\/a> on Thursday that his meetings were about restoring the U.S.-Russian dialogue. The relationship had been \u201ccompletely destroyed under the Biden administration,\u201d he wrote,<span class=\"css-8l6xbc evw5hdy0\">  <\/span>and the United States could benefit from cooperation \u201cin international affairs and in the economy.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cA real understanding of the Russian position opens up new opportunities for constructive interaction, including in the investment and economic sphere,\u201d Mr. Dmitriev said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He made no mention of the negotiations over the war in Ukraine between Moscow and Washington. Those talks appear to have run aground in recent days, with Mr. Putin <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/31\/world\/europe\/putin-trump-russia-ukraine.html\" title=\"\">having rebuffed the proposal by Mr. Trump and Ukraine for a 30-day cease-fire<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump said last weekend that he was \u201cvery angry\u201d over some of Mr. Putin\u2019s comments about Ukraine, raising the possibility that the American president could drop his efforts to rebuild ties with Russia. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">But Mr. Dmitriev\u2019s visit indicated that the Trump administration was continuing to reverse the Biden administration\u2019s isolation of Russia on the diplomatic stage.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In another sign of continuing engagement between Washington and Moscow, Sergey V.
