At 12 noon on Thursday, Tahawwur Hussain Rana<\/a> will set foot on Indian soil for the first time since the blood-soaked November night of 2008. A special flight carrying the 64-year-old landed in Delhi, escorted by a multi-agency Indian team tasked with bringing him back after an exhausting 14-year legal battle.<\/p>\n

But this is not just a handover. It’s the start of an interrogation that Indian authorities have been preparing for with intense coordination. Top officials\u2014including Home Minister Amit Shah, NSA Ajit Doval, and External Affairs Minister S. Jaishankar\u2014huddled on Wednesday evening to finalise a tight security and interrogation plan for Rana\u2019s arrival.<\/p>\n

He will likely be taken straight to a high-security cell in Tihar Jail, skipping a public court appearance for now. His remand may be conducted in-camera, owing to security concerns and the high-profile nature of the case. Rana, aware of what’s coming, has already activated his defence counsel.<\/p>\n

A senior official told TOI, \u201cHe has already been probed extensively, and cracking him will not be an easy task. He would know where to mislead us and create smokescreens. This will be time-consuming.\u201d<\/p>\n

Rana is expected to be questioned by a special interrogation team made up of NIA officers, two intelligence agencies, and forensic psychologists trained in counterterrorism and criminology. At the heart of their probe: a singular mission\u2014to finally expose the institutional hands that guided the 26\/11 massacre from across the border.<\/p>\n

Long road to the interrogation room<\/h2>\n

Rana was handed over to Indian authorities in Los Angeles on Tuesday evening, after his final legal appeal was denied by the US Supreme Court<\/a>. The website of the US Bureau of Prisons<\/a> updated its status to reflect his departure. His register number\u201422829-424\u2014was marked: \u201cNot in BOP custody as of 04\/08\/2025.\u201dAccording to sources, DIG (NIA) Jaya Roy signed the surrender warrant that cleared the way for his return. The Indian team accompanying him left LA early Wednesday morning, with a brief pit stop before arriving in Delhi.<\/p>\n

The extradition was made possible only after India assured the United States of Rana\u2019s safety, access to legal counsel, and prison conditions in compliance with international human rights standards.<\/p>\n

Rana’s role in 26\/11: More than a facilitator<\/h2>\n

Indian investigators allege that Rana was no passive bystander. As per the NIA\u2019s 2011 chargesheet, he played a key operational role in the attacks. A Pakistani-origin Canadian businessman and former army doctor, Rana allegedly helped David Coleman Headley, his childhood friend and co-conspirator, obtain a visa and set up a fake immigration consultancy in Mumbai as a cover for reconnaissance.<\/p>\n

Rana not only knew of Headley\u2019s Lashkar-e-Taiba links, say investigators, but actively enabled the plot. Between 13 and 21 November 2008, just days before the attacks, Rana travelled across Indian cities\u2014including Mumbai, Agra, Ahmedabad, and Kochi\u2014with his wife. During this period, Headley was in constant touch with him via phone.<\/p>\n

The NIA also claims Rana helped finalise targets, including Chabad Houses and the National Defence College<\/a>. He allegedly maintained contact with \u201cMajor Iqbal,\u201d believed to be an ISI handler, further strengthening suspicions about state support from Pakistan.<\/p>\n

A trail of legal resistance<\/h2>\n

Rana was arrested in Chicago in 2009 by the FBI for aiding a failed Lashkar plot in Denmark. Although a US court acquitted him in the 26\/11 case, it convicted him of other terror charges and sentenced him to 14 years.<\/p>\n

India, undeterred, pursued his extradition relentlessly\u2014submitting a formal request, obtaining an Interpol Red Notice<\/a>, and navigating a complex diplomatic web. Rana fought back with every tool in the US legal system.<\/p>\n

In 2024 and early 2025, he filed two emergency applications\u2014first to US Supreme Court Justice Elena Kagan, and later to Chief Justice John Roberts\u2014arguing that extradition would violate American law and the UN Convention Against Torture<\/a>. His legal team claimed he faced \u201ca danger of being subjected to torture\u201d in India. The Court disagreed. On April 7, the final word came in the form of a brief sentence: \u201cApplication denied by the Court.\u201d<\/p>\n

What India wants from Tahawwur Rana<\/h2>\n

Now in Indian custody, investigators believe Rana could help expose deeper links between Lashkar-e-Taiba, Pakistan\u2019s intelligence services, and other key players still at large.<\/p>\n

The NIA hopes to extract details about LeT operatives like Hafiz Saeed, Zaki-ur-Rehman Lakhvi, Sajid Mir, and HuJI\u2019s Illyas Kashmiri\u2014many of whom remain fugitives, with suspected protection from Pakistani authorities.<\/p>\n

Indian agencies have already issued non-bailable warrants, compiled letters rogatory, and consolidated all 26\/11 legal proceedings under a special court. But without cooperation from Islamabad, those efforts have stalled. Rana\u2019s testimony could reinvigorate stalled cases\u2014and perhaps mount fresh diplomatic pressure on Pakistan.<\/p>\n

The road from CST to justice<\/h2>\n

Rana\u2019s arrival carries deep symbolic weight. He was a partner in the massacre that began at Mumbai\u2019s Chhatrapati Shivaji Terminus, the same site where NIA chief Sadanand Date, then a local officer, rushed into the line of fire on the night of 26 November 2008.<\/p>\n

For India, this isn\u2019t just a legal victory. It\u2019s personal.<\/p>\n

The 60-hour siege left 166 dead\u2014including six Americans\u2014and scarred the national psyche. Luxury hotels were reduced to ruins, families torn apart, and trust in regional peace shattered. In 2012, Ajmal Kasab, the lone surviving gunman, was hanged in Pune\u2019s Yerawada Jail. But the men who planned the horror had remained out of reach\u2014until now.<\/p>\n

“A very evil man” to face justice<\/h2>\n

In February this year, standing beside Prime Minister Narendra Modi at the White House, former US President Donald Trump declared: \u201cWe\u2019ve approved the extradition of a very evil man to face justice in India.\u201d<\/p>\n

It has taken another two months for that promise to materialise.<\/p>\n

When asked about Rana\u2019s status, External Affairs Ministry spokesperson Randhir Jaiswal said, \u201cYou are all aware that the US Supreme Court has rejected his plea. As far as extradition of Rana is concerned, at this point, I do not have an update. We will provide you an update at an appropriate time.\u201d<\/p>\n

Rana’s presence in Delhi is a watershed moment for India’s counter-terrorism efforts. But it is only the beginning of a long and painstaking process.<\/p>\n

His interrogation may yield names, networks, and timelines that connect the dots between ideology, logistics, and official complicity. It may also hit dead ends\u2014stonewalling, evasions, and rehearsed lies. But for now, there is renewed hope that justice, though delayed, may still be delivered.
