This was once reality. Today, it’s edging closer to revival.

Until 1964, this was how people travelled between Madras (now Chennai) and Colombo—by the Indo-Ceylon Express, then a ferry across the narrow strait, and finally a train through Sri Lanka. But all of that came to a sudden, brutal halt when the Rameswaram cyclone ripped through Tamil Nadu. Winds over 150 kmph destroyed the railway line between Rameswaram and Dhanushkodi, tore apart the Pamban Rail Bridge, and left the ferry route a ghost of the past.

From colonial ambitions to cyclone ruin

The original Pamban Bridge, completed in 1914, was itself a colonial engineering feat. Built by the South Indian Railway Company, it created a nearly seamless land-sea-land journey from British India to British Ceylon. The only unfinished piece was a fixed link between Dhanushkodi and Sri Lanka’s Talaimannar. The British Parliament even considered a rail bridge across the Palk Strait, but it was deemed too costly. Then came the First World War, and later, independence and conflict.

When the 1964 cyclone hit, not only did it shatter infrastructure—it buried a vision. Dhanushkodi was declared uninhabitable. The last leg of the Indo-Ceylon Express was cut off, and with it, the dream of uninterrupted rail travel between the two nations.

The new Pamban Bridge: A symbol of revival

On 6 April 2025, Prime Minister Narendra Modi inaugurated a modern marvel—a vertical-lift sea bridge built just a few hundred metres from the old one. At over ₹700 crore, the new 2.08-kilometre Pamban Bridge includes 100 spans, one of which lifts to 17 metres to allow ships to pass. The first of its kind in India, it replaces the rusted century-old structure that had served faithfully but could no longer withstand the corrosive sea air.

Live Events

“This new bridge is a game-changer,” said Suresh Nath Shukla, a 72-year-old pilgrim from Uttar Pradesh, who was waiting for a train to Ayodhya. “Earlier we had to get off at Mandapam and take a cab to Rameswaram. That cost us over a thousand rupees. Now we can go directly.”Southern Railway has resumed 14 train pairs to Rameswaram, with a new 15th one—the Rameswaram-Tambaram Express—flagged off by PM Modi. It’s not just a convenience, but part of a broader push to transform Rameswaram into a regional hub, with station upgrades under the Amrit Bharat Scheme and enhanced tourist infrastructure.

A rail link across the sea: Fact or fantasy?

A seamless rail connection between India and Sri Lanka no longer sounds like idle fantasy. In fact, there have been multiple proposals. The idea was first formally revived in July 2002, when Colombo proposed a road-cum-rail bridge from Rameswaram to Talaimannar. But Tamil Nadu’s then Chief Minister J Jayalalithaa opposed it. “It would bring gun culture and, worse still, the horror of suicide bombing,” she warned, referring to the threat from the Liberation Tigers of Tamil Eelam (LTTE).

Since then, technical feasibility studies have come and gone. In 2011, SAARC nations agreed to improve regional rail links, and India has since built railway connections with Nepal, Bangladesh, and Pakistan. Sri Lanka remains the only neighbour without a land rail link.

In June 2015, Union minister Nitin Gadkari proposed the India–Sri Lanka connectivity project to the Asian Development Bank, which agreed to fund it. But Sri Lanka’s Transport Minister at the time, Lakshman Kiriella, rejected the offer. And the plan returned to limbo.

Is the tide turning?

A fresh wave of interest surged in 2023. Sri Lankan economists Gayasha Samarakoon and Muttukrishna Sarvananthan, in their paper Economic Rationale for the Proposed Bridge Between India and Sri Lanka, argued that a land link would slash bilateral freight costs by half. Then, in 2024, Sri Lankan President Ranil Wickremesinghe confirmed that feasibility studies were nearly complete.

“Last month, I participated in a meeting with India in New Delhi, and we are going to establish highway and railway line connectivity between India and Sri Lanka,” said BK Prabath Chandrakeerth, Sri Lanka’s Environment Secretary, as quoted by Mint. He added that the project was expected to cost around USD 5 billion, fully funded by India.

Although a Sri Lankan minister later dismissed the report as “misleading,” the underlying momentum remains hard to ignore. Especially with India increasingly investing in Sri Lanka’s infrastructure: just last week, PM Modi and President Anura Kumara Dissanayake jointly inaugurated the refurbished Maho-Omanthai railway line and launched a new Indian-assisted signalling system between Maho and Anuradhapura.

“These landmark railway modernisation projects implemented under the India–Sri Lanka development partnership represent a significant milestone in strengthening north–south rail connectivity in Sri Lanka,” said India’s Ministry of External Affairs.

The final 25 kilometres

The physical distance between Dhanushkodi and Talaimannar is just 25 km. Yet it symbolises decades of missed opportunities, forgotten dreams, and political roadblocks. But now, with infrastructure advancing, elections looming in Tamil Nadu, and diplomatic doors ajar, the dream is inching closer to reality.

There are, of course, real hurdles. Technical, political, environmental. But the new Pamban Bridge has shifted the conversation from if to when. And perhaps one day soon, the Indo-Ceylon Express may once again roll across the ocean, making the journey from Chennai to Colombo not just possible—but ordinary.

Source link

Board a train in Chennai.
