And ultimately, it was Headley’s decision to cooperate with US authorities that pulled Rana into the global spotlight as a key figure in the 26/11 attacks.

Friend to foe

David Headley, a Pakistani-American, was arrested in Chicago in 2009 on charges of plotting terror attacks in India and Denmark.

Facing life in prison, he turned approver and gave US prosecutors a detailed account of his operations — including how Rana had played a crucial role in supporting his missions.

Live Events

In his explosive testimony, Headley said that Rana was not just aware of his links to Lashkar-e-Taiba (LeT), the group behind 26/11 — he was an active facilitator. Headley claimed that Rana gave him cover through his immigration business, helped him secure a visa to India, and set up a fake office in Mumbai to make his reconnaissance trips look legitimate.Headley’s inside knowledge gave prosecutors the kind of access investigators rarely get — and his detailed account of Rana’s involvement made it nearly impossible for the latter to stay out of the spotlight.

Fake office: Real plot

According to Headley’s testimony, it was Rana’s business, First World Immigration Services, that served as the launchpad for the terror scouting missions.

Headley told investigators that he had informed Rana in 2005 about LeT’s plan to target India. Rather than recoiling, Rana allegedly approved — and instructed his staff to assist with document prep.

That’s when the duo set up a bogus branch of the immigration firm in Mumbai, called Immigrant Law Centre, which Headley used as a cover to survey locations later targeted in the 26/11 attacks — the Taj Mahal Palace Hotel, CST railway station, and Chabad House among them.

Phone records showed frequent communication between the two during Headley’s time in India. One visit alone included over 60 calls to Rana.

Conviction & extradition

In 2011, a US court convicted Rana — not for 26/11 directly, but for supporting LeT and plotting an attack in Denmark.

Headley’s testimony was central to the verdict. While Headley took a plea deal and avoided the death penalty, Rana denied all involvement.

Still, the damage was done. India, armed with Headley’s account and new details from US investigators, began pressing for Rana’s extradition. The NIA filed a formal request in 2020, specifically citing his role in the Mumbai attacks.

After years of court battles, including Rana’s appeals that cited medical issues and fears of torture, the US Supreme Court rejected his final plea in April 2025. Two days later, he was handed over to Indian officials.

Why Headley’s testimony still matters

Headley’s cooperation remains the cornerstone of the case against Rana.

His statements connected the dots between Rana’s immigration business and the detailed planning of a mass-scale terror attack. In court, Headley said:

He received reconnaissance orders from LeT in 2005.

He informed Rana of the assignment — and got full support.

Rana’s business front allowed him to scout targets unnoticed.

Rana remained in frequent contact throughout.

This detailed timeline from Headley helped make the case that Rana wasn’t a passive acquaintance — but an enabler of terror.

Source link

Nearly two decades after the 26/11 Mumbai terror attacks shook India and stunned the world, a long trail of evidence — and betrayal — has finally led to one of its most elusive accused: Tahawwur Hussain Rana.
