As Trump greeted her at the White House, he said that \u201c<a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/17\/us\/politics\/meloni-trump-tariffs.html?smid=url-share\" title=\"\">there\u2019ll be a trade deal, 100 percent<\/a>\u201d with the E.U. before the end of the 90-day pause on some tariffs.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Meloni has been clear that she cannot negotiate an agreement for the E.U. But U.S. officials said they believed the prime minister, a conservative, could be a conduit to the rest of Europe. The European Central Bank <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/17\/business\/european-central-bank-rates-tariffs-trump.html\" title=\"\">cut interest rates<\/a> yesterday as policymakers grappled with economic uncertainty, particularly as a result of Trump\u2019s chaotic trade policies.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Trump also said that \u201cwe are going to make a very good deal with China,\u201d which has been hit by U.S. tariffs of 145 percent. Negotiations between the two governments appear to be limited. Japanese officials left the White House on Wednesday without an agreement. But Iranian officials said the White House had <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/16\/world\/middleeast\/iran-trump-nuclear-talks.html\" title=\"\">been shifting messages<\/a> about what it wants from an agreement.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Divisions have emerged within Trump\u2019s inner circle over whether to demand the complete dismantling of Iran\u2019s nuclear program or to settle for limits on it. Iran\u2019s foreign minister said that the shifting messages were \u201cnot helpful,\u201d but that Tehran planned to participate \u201ccalmly and coolly\u201d in the negotiations. Some analysts said that further U.S. troop cuts could threaten the stability of the new Syrian government.
