Here\u2019s What We Know.\" \/><\/div><p> <br \/>\n<\/p>\n<div data-testid=\"companionColumn-0\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">After 26 people, most of them tourists, were killed last week in the Indian-administered part of Kashmir, India\u2019s government called the massacre a terrorist attack and cited \u201ccross-border linkages\u201d to Pakistan.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A group calling itself the Resistance Front emerged on social media to say it was behind the slaughter. Indian officials privately say the group is a proxy for Lashkar-e-Taiba, a terrorist organization based in Pakistan.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But India, citing national security concerns, has publicly provided little evidence linking the attack to Pakistan, which denies involvement and says that Lashkar-e-Taiba is largely inoperative. Pakistan has also called for <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/25\/us\/politics\/pakistan-kashmir-terror-attack.html\" title=\"\">an international investigation<\/a> into the episode.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As India has appeared to make a case for conducting a military strike on Pakistan in retaliation for the Kashmir attack, it has pointed to what it calls Pakistan\u2019s past pattern of support for militant groups targeting India.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-2ad1821\">What are the origins of the dispute?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The roots of the Kashmir conflict trace back to the 1947 partition of British India, which led to the creation of a predominantly Hindu India and a predominantly Muslim Pakistan.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In October of that year, the Hindu monarch of the Muslim-majority princely state of Kashmir acceded to India, but Pakistan laid claim to the territory and sought to take it by military force. A U.N.-brokered agreement in 1949 established a cease-fire line, dividing Kashmir.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After wars in 1965 and 1971, the cease-fire line became the Line of Control, with India possessing about two-thirds of Kashmir and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/09\/19\/world\/asia\/pakistan-kashmir-independence.html\" title=\"\">Pakistan the rest<\/a>. But the dispute remains unresolved.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-292b57c1\">How has Pakistan supported militancy?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">An insurgency in the Indian-administered part of Kashmir began in the 1980s, primarily driven by local grievances, with Pakistan eventually supporting some groups, experts say.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Local elections in 1987 were widely perceived as rigged, disadvantaging a coalition of Muslim parties. \u201cThat led Kashmiri political activists to conclude they could never achieve their political demands at the ballot box,\u201d said <a class=\"css-yywogo\" href=\"https:\/\/www.albany.edu\/rockefeller\/faculty\/christopher-clary\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Christopher Clary<\/a>, associate professor of political science at the University at Albany.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cA mostly indigenous insurgency emerged,\u201d he said, \u201cbut over the next few years it was co-opted by Pakistan-based groups.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Among the Kashmir-focused insurgent groups that emerged, some supported independence for the region, while others wanted the Indian side of Kashmir to be taken over by Pakistan.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the 1990s, Pakistan provided training and other support to several militant groups operating in Kashmir and within Pakistan. This involvement was later acknowledged by several senior Pakistani officials, including the <a class=\"css-yywogo\" href=\"https:\/\/www.spiegel.de\/international\/world\/spiegel-interview-with-pervez-musharraf-pakistan-is-always-seen-as-the-rogue-a-721110.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">former military ruler Pervez Musharraf<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The insurgency began to ease around 2002, as Pakistan banned Lashkar-e-Taiba and Jaish-e-Muhammad, another major militant group, although Lashkar-e-Taiba continued to operate under aliases. A cease-fire was declared and a peace process with India was initiated, a shift that some observers linked to pressure by the United States after its post-9\/11 intervention in Afghanistan.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The peace process collapsed after attacks in Mumbai, India, in 2008, which killed 166 people and were attributed to Lashkar-e-Taiba.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-6afa80ab\">What evidence has India presented?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">After the Mumbai attacks, India provided <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2016\/02\/09\/world\/asia\/david-headley-mumbai-attacks.html\" title=\"\">detailed dossiers<\/a> that included intercepted communications between the attackers and their handlers in Pakistan.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Tariq Khosa, who led Pakistan\u2019s investigation in the case, publicly <a class=\"css-yywogo\" href=\"https:\/\/www.dawn.com\/news\/1198061\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">confirmed<\/a> that the inquiry had revealed the Pakistani nationality of the sole surviving attacker and that militants from Lashkar-e-Taiba had been trained in Pakistan.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After a deadly <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2016\/01\/04\/world\/asia\/india-pathankot-air-force-base.html\" title=\"\">2016 attack on the Pathankot air base<\/a> in India, the country accused Jaish-e-Muhammad of orchestrating the assault, citing intercepted phone calls and statements from captured individuals.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Pakistan formed an investigative team that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2016\/03\/30\/world\/asia\/india-pakistan-investigation-pathankot.html\" title=\"\">visited the air base<\/a>, and it <a class=\"css-yywogo\" href=\"http:\/\/www.nytimes.com\/2016\/01\/14\/world\/asia\/pakistan-india-pathankot-jaish-muhammad.html?ref=asia\" title=\"\">detained several Jaish-e-Muhammad members<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">However, Pakistan did not grant India\u2019s request to interrogate the militant group\u2019s chief. The investigation produced inconclusive results, and no major convictions were achieved.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">So far, India has not provided similar evidence to support its claims of Pakistani involvement in last week\u2019s attack in Kashmir.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-3e659e06\">What is happening today?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Pakistan denies that it provides state support for militancy in Kashmir, though its leaders often express solidarity with Kashmiris who want independence from India. And Pakistan acknowledges that it provided funding and training for militant groups in the 1990s.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After last week\u2019s attack in Kashmir, Pakistan\u2019s defense minister, Khawaja Muhammad Asif, asserted that groups like Lashkar-e-Taiba were defunct.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Majid Nizami, an expert on jihadist groups who is based in Lahore, Pakistan, said that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/02\/22\/world\/asia\/pakistan-terrorism-funding.html\" title=\"\">heightened scrutiny<\/a> from the Financial Action Task Force, a Paris-based global financial watchdog, had pressured Pakistan to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/07\/04\/world\/asia\/pakistan-terrorism-hafiz-saeed.html\" title=\"\">impose restrictions on Lashkar-e-Taiba\u2019s leaders<\/a> and confiscate the group\u2019s financial assets.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Tightened border controls by India have also made infiltration across the Line of Control \u201calmost impossible,\u201d Mr. Nizami said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The grievance that fuels militancy deepened after India\u2019s decision in 2019 to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/08\/05\/world\/asia\/india-pakistan-kashmir-jammu.html\" title=\"\">revoke<\/a> the special autonomy long granted to its part of Kashmir.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Despite Pakistan\u2019s denials, Western observers say that it continues to provide some support to anti-India militants, including safe havens.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere are homegrown Kashmiri militants,\u201d Mr. Clary, the Albany professor, said. \u201cBut most observers assess that Pakistani-supported groups are more important than any homegrown militants.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/www.nytimes.com\/2025\/04\/29\/world\/asia\/india-pakistan-kashmir-terrorism.html\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>After 26 people, most of them tourists, were killed last week in the Indian-administered part of Kashmir, India\u2019s government called the massacre a terrorist attack and cited \u201ccross-border linkages\u201d to Pakistan.
