Nduhungirehe, said late on Sunday that his country\u2019s government was in \u201cearly stage\u201d talks about receiving third-country deportees from the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt is true that we are in discussions with the United States,\u201d Mr. Nduhungirehe said in <a class=\"css-yywogo\" href=\"https:\/\/www.youtube.com\/live\/xQN8_PFNt7M\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">an interview with Rwanda TV<\/a>, the state broadcaster. \u201cThese talks are still ongoing, and it would be premature to conclude how they will unfold,\u201d he added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The State Department did not immediately respond to a request for comment.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Rwanda has long positioned itself as <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/10\/09\/world\/africa\/migration-crisis-rwanda.html\" title=\"\">a partner to Western nations seeking to curb migration<\/a>, offering to provide asylum to migrants or house them as they await resettlement elsewhere, sometimes in return for payment. But critics say that sending asylum seekers to Rwanda is unsafe, citing the country\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/06\/24\/world\/africa\/rwanda-commonwealth-human-rights.html\" title=\"\">poor record on human rights<\/a>, its limited resources, and the authorities\u2019 previous intimidation and surveillance of migrants and refugees.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Trump administration has deployed a number of <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/16\/world\/americas\/mexico-trump-migration.html\" title=\"\">hard-line tactics to curb migration<\/a>, including deporting individuals on well-publicized flights. Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/article\/alien-enemies-act-trump.html\" title=\"\">invoked a centuries-old law<\/a> in March to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/30\/us\/politics\/trump-deportations-venezuela-el-salvador.html\" title=\"\">deport hundreds of alleged gang members<\/a> from Venezuela to El Salvador, even as a federal judge sought to halt them. Washington has been looking for more countries that would be willing to take in people expelled from the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Trump administration has also been asking countries to take back their citizens if they are deported from the United States and taking punitive measures against those nations if they do not. In early April, Secretary of State Marco Rubio <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/05\/us\/politics\/rubio-south-sudan-visas-us-trump.html\" title=\"\">revoked visas<\/a> for all South Sudanese nationals <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/07\/world\/africa\/south-sudan-visas-trump.html\" title=\"\">amid a dispute<\/a> over the East African country\u2019s failure to accept its deported citizens.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">If Rwanda agrees to a deal with the Trump administration, it would be the African country\u2019s latest agreement to take in migrants.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The small, landlocked nation <a class=\"css-yywogo\" href=\"https:\/\/www.minema.gov.rw\/updates\/news\/rwanda-welcomes-119-asylum-seekers-from-libya\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">hosts hundreds of African refugees<\/a> rescued from Libya and awaiting resettlement elsewhere in a joint partnership with the United Nations refugee agency. It has also <a class=\"css-yywogo\" href=\"https:\/\/via.ritzau.dk\/data\/attachments\/00001\/4efa96ea-9a20-43dc-8dfb-074e8bab7438.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">signed a deal with Denmark<\/a> to improve cooperation on asylum and migration, and it entered into <a class=\"css-yywogo\" href=\"https:\/\/www.amnesty.org.uk\/press-releases\/israel-secret-deal-over-deporting-african-migrants-reckless-and-illegal\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a secretive partnership<\/a> with Israel to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2015\/10\/31\/opinion\/sunday\/exposures-israel-chilly-reception-for-african-asylum-seekers.html\" title=\"\">receive deported African migrants<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Rwanda also agreed on a deal with Britain to receive third-country asylum seekers in 2022 in a contentious plan that was later <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/15\/world\/europe\/uk-rwanda-deportation-supreme-court.html\" title=\"\">deemed unlawful<\/a> by the British Supreme Court.
