The arrests came as worries grow in Germany about <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/05\/02\/world\/europe\/germany-russian-spies.html\" title=\"\">the reach of Russian intelligence<\/a> and disruption operations.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">One of the men had been in contact with Russian intelligence services and had considered a U.S. military base in Germany as one of several potential targets, according to federal prosecutors based in Karlsruhe, in southwestern Germany, who oversaw the arrests.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The two men have not been formally charged. But the federal prosecutors said that the pair were suspected of working for a foreign intelligence service and, in one man\u2019s case, of illegally taking pictures of military infrastructure and of planning explosive attacks and arson.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In a statement on Thursday, Nancy Faeser, Germany\u2019s interior minister, condemned a \u201cparticularly serious case of suspected agent activity\u201d tied to the \u201ccriminal regime\u201d of President Vladimir V. Putin of Russia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/05\/31\/world\/europe\/germany-russian-consulates.html\" title=\"\">Relations between Moscow and Berlin have soured<\/a> since Russia\u2019s invasion of Ukraine. Last year, Germany closed down four Russian consulates after Moscow limited the number of German diplomatic staff allowed to stay in Russia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe allegation that Putin is recruiting agents in Germany to carry out attacks on German soil is extremely serious,\u201d Annalena Baerbock, Germany\u2019s foreign minister, said in <a class=\"css-yywogo\" href=\"https:\/\/twitter.com\/abaerbock\/status\/1780966935259185517?s=46\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">statement on X<\/a> after summoning the Russian ambassador in Berlin.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe will not allow Putin to bring his terror to Germany,\u201d she said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In a <a class=\"css-yywogo\" href=\"https:\/\/germany.mid.ru\/ru\/press-centre\/news\/kommentariy_posolstva_rossii_v_germanii\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">statement<\/a> on its website, the Russian embassy in Berlin denied the allegations, calling them an \u201coutright provocation aimed at inciting the already rampant spy mania in Germany, increasing the degree of anti-Russian sentiment\u201d and \u201cfurther destroying Russian-German relations.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In keeping with German privacy rules, the two men arrested were identified only as Dieter S. and Alexander J. The police raided their workplaces and their homes on Wednesday.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Prosecutors did not release any details about their professions but said that Dieter S. was suspected of having fought in eastern Ukraine from 2014 to 2016 for a separatist group, the People\u2019s Republic of Donetsk, which has close links to the Kremlin.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dieter S. had been in touch with a member of an unnamed Russian intelligence service and had communicated with that contact in October about \u201cpossible sabotage acts,\u201d according to the prosecutors.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Germany is the biggest European donor of military aid to Ukraine and is second globally only to the United States, with 32 billion euros, about $34 billion, of aid delivered or promised since <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/news-event\/ukraine-russia\" title=\"\">Russia\u2019s invasion in 2022<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dieter S. offered to carry out attacks by planting explosives at military infrastructure and industrial sites tied to that aid, federal prosecutors said, although they did not name any specific locations.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He did reconnaissance work by taking pictures and videos of military equipment and military transports, prosecutors said, but it was not immediately clear how far he had gotten in preparing any attack.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Dieter S. also did reconnaissance of a U.S. military base in Germany, federal prosecutors said, though they did not name any specific installation or say whether an attack had been planned.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The second man arrested, Alexander J., appeared to have joined Dieter S. last month at the latest to help spy on infrastructure sites, prosecutors said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Since Russia\u2019s invasion of Ukraine, there have been other instances of Germans being accused of spying \u2014 or of attempting to spy \u2014 for Russian intelligence. In one case, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/14\/world\/europe\/germany-spy-trial-russia.html\" title=\"\">currently on trial in Berlin<\/a>, a manager at Germany\u2019s domestic intelligence agency is suspected of selling classified information about the war in Ukraine to Russia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In another case, a former soldier working as a civilian for the military was arrested last year after he contacted a Russian consulate in Germany with an offer to reveal classified information.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The arrests this week came amid heightened security at many of Germany\u2019s critical infrastructure sites in the wake of <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/04\/07\/world\/europe\/nord-stream-pipeline-sabotage-theories.html\" title=\"\">the sabotage of gas pipelines<\/a> in the Baltic Sea in September 2022.
