But officials hope that it might encourage some to rethink their plans and decide to come on weekdays or in the off-season. That might help mitigate the impact of the estimated 20 million visitors who descended last year on the city\u2019s beleaguered residents, which number fewer than 50,000, according to <a class=\"css-yywogo\" href=\"https:\/\/www.comune.venezia.it\/it\/content\/serie-storiche\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">municipal statistics<\/a>. About half of those visitors came only for the day, city officials said. Overnight guests are exempt from the fee.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The spirit of the initiative, city officials have said, is to make people aware of the uniqueness \u2014 and fragility \u2014 of Venice. Overtourism is creating an economy solely based on tourism that risks killing the city by pushing its dwindling residents out, said Nicola Camatti, an economics professor and expert in tourism at Ca\u2019 Foscari University of Venice.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<h2 class=\"css-9ycfei eoo0vm40\" id=\"link-5fb0b97c\">When will Venice start charging?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The fee goes into effect on Thursday, a holiday in Italy. For 2024, city officials have singled out 29 peak days when single-day travelers in Venice between 8:30 a.m. and 4 p.m. have to pay. The days run until mid-July and are mostly on national holidays and weekends. The <a class=\"css-yywogo\" href=\"https:\/\/cda.veneziaunica.it\/en\/access-fee\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">access-fee website<\/a> provides a list of the dates.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<h2 class=\"css-9ycfei eoo0vm40\" id=\"link-65573ce8\">Who must pay?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">While just about everyone visiting the city has to register to obtain a QR code, not all visitors have to pay the fee. Overnight guests at registered accommodations like hotels or Airbnbs are exempt, because they already pay a daily tourist tax, as are people who study or work in Venice and those visiting relatives. There are other <a class=\"css-yywogo\" href=\"https:\/\/cda.veneziaunica.it\/en\/exemptions\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">exemptions<\/a> as well.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Residents of Venice, those born there and minors under 14 are among those who do not have to register. But they must have documents that prove their status.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It is possible that different fees will apply next year on a sliding scale that will depend on how many people city officials expect on any one day. City officials said the fees could be as high as 10 euros per day.<\/p>\n<h2 class=\"css-9ycfei eoo0vm40\" id=\"link-253d3a89\">How will the system work?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Before coming to Venice on peak days, visitors should use the <a class=\"css-yywogo\" href=\"https:\/\/cda.veneziaunica.it\/en\/access-fee\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">website<\/a> to register and get a QR code.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The code will be scanned at points where visitors enter, like the train station, the city parking lot, the airport and the sprawling waterfront along the San Marco basin where boats dock. The access points will have one line for tourists and another for residents and what officials call city users, who are coming into Venice for reasons other than sightseeing.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">At least for now, those who do not register ahead of time can do so at some access points or on their cellphones, officials said. Assistants will be available.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Initially, the controls will be \u201cvery soft,\u201d said Michele Zuin, the municipal councilor responsible for the city\u2019s budget.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Speaking to reporters at the foreign press association in Rome this month, Mayor Luigi Brugnaro said the fee was not about cashing in on tourists. \u201cThe costs of the operation are higher that what we\u2019re going to make,\u201d he said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<h2 class=\"css-9ycfei eoo0vm40\" id=\"link-6af92e2e\">Why is Venice doing this?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">City officials hope to relieve some of the stress that tourists put on the city by encouraging them to come on less busy days. They also say that by knowing ahead of time how many visitors to expect, the city can better deploy services.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe want to better manage the numbers of tourists and disincentivize mass tourism\u201d that makes it difficult for residents and visitors to \u201clive in this city,\u201d Mr. Zuin said this month.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">To track the flow of visitors, the city <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/10\/04\/world\/europe\/venice-tourism-surveillance.html\" title=\"\">already monitors<\/a> them via phone location data and surveillance cameras, a system some critics have likened to <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/world\/africa\/venice-prepares-charge-tourists-require-booking-2021-09-06\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Big Brother<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Venice has also fallen under the scrutiny of the United Nations\u2019 culture agency, UNESCO, whose experts are concerned that not enough is being done to protect the city. Last year, Venice risked being added to UNESCO\u2019s list of Endangered World Heritage Sites after experts at the agency <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/08\/01\/world\/europe\/venice-unesco-world-heritage-danger-list.html\" title=\"\">listed mass tourism<\/a>, along with climate change and development, as a major threat to its future. It urged City Hall to take steps to ameliorate the damage.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The municipal council approved <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/12\/world\/europe\/venice-tourist-fee-italy.html\" title=\"\">the access fee<\/a> just days before UNESCO was to vote on its status, and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/14\/world\/europe\/venice-unesco-danger-list-tourism.html\" title=\"\">Venice stayed off the \u201cin danger\u201d list<\/a>. But UNESCO officials said in a statement that \u201cfurther progress still needs to be made\u201d to conserve Venice.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Critics of the access fee note that officials have not capped the number of visitors, and they say that the nominal fee is hardly a deterrent. Just Friday, city officials said that about 80,000 visitors swelled the city\u2019s narrow calli, as streets are known, and the gardens of the 2024 <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/article\/venice-biennale-2024.html\" title=\"\">Venice Biennale<\/a>, still the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/19\/arts\/design\/venice-biennale-history.html\" title=\"\">world\u2019s principal place to discover new art<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<h2 class=\"css-9ycfei eoo0vm40\" id=\"link-54e0bd26\">How else is Venice trying to restrict visitors?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Venice also has taken other steps it hopes will reduce what city officials call \u201cmordi e fuggi,\u201d or \u201ceat and flee,\u201d tourism, referring to those who seek the city\u2019s greatest hits \u2014 the Rialto Bridge and St. Mark\u2019s Square \u2014 and who bring packed lunches and dump their garbage, contributing little to the local economy.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After years of heated debate and protests by vocal Venetians, the city <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/08\/02\/world\/europe\/italy-venice-tourism-cruise-ships.html\" title=\"\">banned cruise ships<\/a> from its inner canals <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/07\/13\/world\/europe\/venice-italy-cruise-ship-ban.html\" title=\"\">in 2021<\/a>, though Mr. Camatti, the tourism expert, said the ban on the ships had not reduced the number of day visitors.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">This year, the city imposed a limit of 25 people per tour group and also banned the use of megaphones.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/www.nytimes.com\/2024\/04\/25\/world\/europe\/venice-access-fee.html\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>After years of debate, Venice on Thursday will begin charging day visitors five euros to visit its fragile historic center on peak days, making it the first city in the world to adopt such a measure to counter overtourism.
