The government has started reaching out to companies and industry groups<\/a> to seek inputs to formulate policies<\/a> which will incentivise electronics manufacturers, including the likes of Apple, to start designing more in India<\/a>, people in the know of the move told ET.<\/p>\n

The Ministry of Electronics and Information Technology (MeitY) has already held a couple of meetings with industry bodies such as the India Cellular and Electronics Association (ICEA) that counts Apple among other global electronics giants as its members, a senior government official said.<\/p>\n

The IT ministry has also reached out to some of the Indian Institutes of Technology to conduct a possible feasibility study on this, another official said.<\/p>\n

The aim is to determine what parts of an electronics supply chain are designed and manufactured in India and the road ahead to increase the domestic value addition in the overall supply chain, the official said.<\/p>\n

\u201cThe Principal Scientific Advisor\u2019s Office and the Ministry of Electronics & IT have taken up this important task. This will enable us to capture a significant share of the global market in entry to mid-level products,\u201d ICEA chairman Pankaj Mohindroo told ET.<\/p>\n

The government also wants to ensure that the intellectual property of these designs, apart from the ones in the semiconductor and chip space, is with India, one of the officials said.<\/p>\n

\u201cWe have to look at it from a holistic perspective where we also encourage more companies to get into the smartphone, notebooks, and component design<\/a> ecosystem. It will be an uphill task, but we are confident it can be done,\u201d the official said.\u201cThe government should also have a tailored policy framework to encourage global lead firms to choose India as their hub for innovation, design and manufacturing. Global companies bring scale and they can catalyse this design revolution,\u201d Mohindroo said.<\/p>\n

Emails sent to Apple and MeitY did not yield any response.<\/p>\n

Having more smartphone and component designing companies in India is likely to augur well for the end-to-end supply chain ambitions of the country. For example, while Apple has manufacturing facilities for its flagship iPhone, iPad and AirPods at facilities across the world in China, India, Taiwan, Thailand, Vietnam, the Philippines, Malaysia, and Indonesia, it designs all of these products at its headquarters in the US.<\/p>\n

\u201cNow is the time for India to be the global world-class product developer and manufacturer and replace China as the second reliable source,\u201d HCL cofounder Ajai Chowdhry, who is also a member of the IT ministry task force on electronics manufacturing, told ET.<\/p>\n

Neil Shah, vice president at Counterpoint Research, underscored the importance of having major investments in segments from designing semiconductors and other components, to full hardware to software, applications and cloud in order to become a major manufacturing hub.<\/p>\n

In a smartphone or a laptop, while some of the chip R&D is being done in India, major design decisions of key components, overall product, software and services are still done outside of India in the respective headquarters, he said. But this could change soon.<\/p>\n

“The scale and uniqueness of the India market will warrant companies to focus on localising their in-house design and partner ecosystem in India,” he said. “These ‘local-centric’ designs could be a huge differentiator for its diversification strategy for international tech companies. This could allow these companies to build a strong initial foundation to participate in the Indian growth story for the next decade spurred by local investments and partnerships.”<\/p>\n

However, he believed that the only challenge would be how some of these companies manage the diversification narrative in light of ongoing geopolitics and the optics that come with moving jobs or businesses away from the US or China that could hurt local sentiments in those markets.<\/p>\n

“This could be very strategic but also a slippery slope for some of the key companies to put eggs in all the baskets. It doesn\u2019t have to be a zero-sum game,” Shah said.<\/p>\n<\/div>\n
