{"id":43727,"date":"2024-05-06T00:21:48","date_gmt":"2024-05-06T00:21:48","guid":{"rendered":"https:\/\/news.talkwithrattan.com\/index.php\/2024\/05\/06\/how-waless-senedd-came-from-local-authority-like-to-fully-fledged-parliament-in-25-years\/"},"modified":"2024-05-06T00:21:48","modified_gmt":"2024-05-06T00:21:48","slug":"how-waless-senedd-came-from-local-authority-like-to-fully-fledged-parliament-in-25-years","status":"publish","type":"post","link":"https:\/\/news.talkwithrattan.com\/index.php\/2024\/05\/06\/how-waless-senedd-came-from-local-authority-like-to-fully-fledged-parliament-in-25-years\/","title":{"rendered":"How Wales&#8217;s Senedd came from &#8216;local authority-like&#8217; to &#8216;fully-fledged parliament&#8217; in 25 years"},"content":{"rendered":"<div style=\"text-align:center\"><img loading=\"lazy\" decoding=\"async\" width=\"768\" height=\"432\" src=\"https:\/\/i1.wp.com\/e3.365dm.com\/24\/05\/768x432\/skynews-wales-cardiff-university_6542889.png?20240504144152&amp;resize=768,432&amp;ssl=1\" class=\"attachment-post-thumbnail size-post-thumbnail wp-post-image\" alt=\"How Wales&#8217;s Senedd came from &#8216;local authority-like&#8217; to &#8216;fully-fledged parliament&#8217; in 25 years\" title=\"How Wales&#8217;s Senedd came from &#8216;local authority-like&#8217; to &#8216;fully-fledged parliament&#8217; in 25 years\" \/><\/div><p> <br \/>\n<\/p>\n<div data-component-name=\"sdc-article-body\" data-highlight-intro=\"true\">\n<p>It&#8217;s 25 years since voters in Wales first elected members to the Welsh parliament.<\/p>\n<p>Devolution expert Professor Laura McAllister told Sky News that a lot had changed in the quarter of a century since the <a href=\"https:\/\/news.sky.com\/topic\/senedd-10680\" target=\"_blank\" rel=\"noopener\"><strong>Senedd<\/strong><\/a>&#8216;s first election.<\/p>\n<p>A referendum was held in 1997 to create the previously named Welsh Assembly, with 50.3% of voters backing its creation.<\/p>\n<p>The inaugural election took place two years later on 6 May 1999.<\/p>\n<p>Prof McAllister, from <a href=\"https:\/\/news.sky.com\/topic\/cardiff-6423\" target=\"_blank\" rel=\"noopener\"><strong>Cardiff<\/strong><\/a> University&#8217;s Welsh governance centre, said it had been a &#8220;rollercoaster ride&#8221; for Welsh devolution over the last quarter of a century &#8211; as plans look set to be approved to <strong><a href=\"https:\/\/news.sky.com\/story\/welsh-government-publishes-plans-for-36-more-senedd-members-and-elections-every-four-years-12964268\" target=\"_blank\" rel=\"noopener\">increase the number of members from 60 to 96<\/a><\/strong>.<\/p>\n<div class=\"sdc-article-widget sdc-article-image\">\n<figure class=\"sdc-article-image__figure\">\n<div class=\"sdc-article-image__wrapper\" data-aspect-ratio=\"16\/9\"><\/div><figcaption class=\"ui-media-caption\">\n        <span class=\"u-hide-visually\">Image:<\/span><br \/>\n        <span class=\"ui-media-caption__caption-text\">Professor Laura McAllister<br \/>\n        <\/span><br \/>\n      <\/figcaption><\/figure>\n<\/div>\n<p>The initial set-up was &#8220;very much like a local authority&#8221;, Prof McAllister said, but it had now become a &#8220;fully-fledged parliament with fiscal and financial powers&#8221;.<\/p>\n<p>&#8220;I think Welsh devolution has changed more than any other devolved model of governance in the UK because it came from such a low base,&#8221; she added.<\/p>\n<p>&#8220;At the very least the expansion of the Senedd to 96 [members] will make it fit for purpose.<\/p>\n<p>&#8220;What the Senedd itself does, and the parties do with that, is the issue for debate. And they really need to take this seriously.&#8221;<\/p>\n<p><strong>&#8216;Turnout remains low&#8217;<\/strong><\/p>\n<p>A further referendum was held in 2011, with 63.5% of voters supporting more powers for the Senedd.<\/p>\n<p>But despite the changes in the last 25 years, challenges remain in terms of voter engagement.<\/p>\n<p>&#8220;Turnout still remains low for Senedd elections, despite having had a quarter of a century of seeing what a Welsh government can or cannot do,&#8221; Professor McAllister added.<\/p>\n<p>&#8220;We still have the same political party in power, and indeed Welsh Labour has been in power throughout the history of devolution, albeit sharing power at different times with different parties.&#8221;<\/p>\n<p>The latest polling from Redfield and Wilton shows 55% of people in <a href=\"https:\/\/news.sky.com\/topic\/wales-6259\" target=\"_blank\" rel=\"noopener\"><strong>Wales<\/strong><\/a> support the Welsh parliament, while 32% think Wales shouldn&#8217;t have its own. 12% said they didn&#8217;t know.<\/p>\n<p>The same polling shows 30% of Welsh voters would back independence for Wales, while 58% would oppose such a move.<\/p>\n<div class=\"sdc-article-widget sdc-article-image\">\n<figure class=\"sdc-article-image__figure\">\n<div class=\"sdc-article-image__wrapper\" data-aspect-ratio=\"16\/9\">\n          <img decoding=\"async\" class=\"sdc-article-image__item\" loading=\"lazy\" intrinsicsize=\"768x432\" src=\"https:\/\/e3.365dm.com\/24\/05\/768x432\/skynews-wales-monmouthshire_6542834.jpg?20240504142650\" srcset=\"https:\/\/e3.365dm.com\/24\/05\/384x216\/skynews-wales-monmouthshire_6542834.jpg?20240504142650 380w, https:\/\/e3.365dm.com\/24\/05\/768x432\/skynews-wales-monmouthshire_6542834.jpg?20240504142650 760w, https:\/\/e3.365dm.com\/24\/05\/1600x900\/skynews-wales-monmouthshire_6542834.jpg?20240504142650 1024w, https:\/\/e3.365dm.com\/24\/05\/2048x1152\/skynews-wales-monmouthshire_6542834.jpg?20240504142650 2048w\" sizes=\"(min-width: 1024px) 1024px, 100vw\" alt=\"Welsh Street\"\/>\n    <\/div><figcaption class=\"ui-media-caption\">\n        <span class=\"u-hide-visually\">Image:<\/span><br \/>\n        <span class=\"ui-media-caption__caption-text\">Welsh Street<br \/>\n        <\/span><br \/>\n      <\/figcaption><\/figure>\n<\/div>\n<p>Sky News sought the views of people on Welsh Street in the town of Chepstow, Monmouthshire.<\/p>\n<p>Garry Davies said people in the area &#8220;don&#8217;t really know what goes on in the Senedd&#8221; and felt &#8220;left out&#8221;.<\/p>\n<p>Duncan Farron said he was &#8220;not a fan&#8221; of devolution.<\/p>\n<p>&#8220;I just think it&#8217;s another tier of government that we don&#8217;t need really,&#8221; he added.<\/p>\n<p>But Leila Phillips, who works in education, said there were &#8220;advantages&#8221; to having policy areas devolved to Wales.<\/p>\n<p>&#8220;There are advantages because Wales has gone through the new curriculum, which is really fantastic actually, and England is still lagging behind that.
