The group stopped answering calls and texts.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He and his brother Jake never showed up at an Airbnb they had booked, their mother said in a social media post, pleading for help from anyone who had seen her two sons.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Sunday, Mexican authorities announced that the bodies of the three tourists, found at the bottom of a well with gunshot wounds to their heads, had been <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/05\/world\/americas\/bodies-found-baja-california.html\" title=\"\">identified by their families<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The men had been killed in a carjacking gone wrong, the authorities said, and suspects had been detained within days of the men\u2019s disappearance. More people are being investigated.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It was a tragic yet somewhat fast resolution to a case that had drawn international attention.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For many local Mexicans, however, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/03\/world\/americas\/mexico-missing-surfers.html\" title=\"\">the quick response from the authorities<\/a> to locate the Robinson siblings and Jack Carter Rhoad, the American, and make arrests seemed to be an exception in a country where tens of thousands of missing-person cases have sat for years without ever being solved.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The government said in March that about 100,000 people are missing in Mexico, though the United Nations says that could be an undercount.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt is very difficult, except for high-profile cases like the one that just happened, for the authorities to immediately trigger the search,\u201d said Adriana Ja\u00e9n, a sociologist based in Ensenada who provides legal, emotional and logistical support to people searching for their missing loved ones. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Federal and state officials in Mexico tend to claim that violence levels have dropped even as official data contradicts them. The local authorities have themselves been involved in disappearances \u2014 in Baja California, municipal police officers from Ensenada were <a class=\"css-yywogo\" href=\"https:\/\/www.fgebc.gob.mx\/boletines\/10857-informa-fiscal-general-aprehension-de-dos-policias-municipales-por-desaparicion-forzada-en-ensenada\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">recently accused<\/a> in the disappearance of one man. And then there\u2019s also a lack of resources to investigate.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">So it\u2019s noticeable when a case appears to receive special attention.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe message those of us who work on these issues get is that there are lives that matter,\u201d Ms. Ja\u00e9n added, \u201cand there are others that don\u2019t.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There are more than 17,300 active disappearance investigations in Baja California state, according to <a class=\"css-yywogo\" href=\"https:\/\/desaparecerenbc.elementaddhh.org\/#group2\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">government data<\/a> provided to Elementa DDHH, a human rights group that has studied the disappearances in the state.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In many instances, it\u2019s unclear whether the missing person was found; if they were the victim of a crime; and, if so, whether anyone was arrested. Some cases even lack even basic information for beginning a search, a government recount of the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/01\/25\/world\/americas\/mexico-disappeared-lorenza-cano.html\" title=\"\">disappeared found last year<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe don\u2019t know exactly how many people are missing and how many have been located,\u201d said Renata Demichelis, the Mexico director of Elementa DDHH. \u201cThe authorities don\u2019t tell us.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The available data, however, offer a hint of the problem\u2019s magnitude.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2017, state prosecutors opened about 760 disappearance investigations in Baja California. In five years, the number jumped more than threefold, <a class=\"css-yywogo\" href=\"https:\/\/desaparecerenbc.elementaddhh.org\/#group2\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">according to Elementa DDHH<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis is an ongoing phenomenon, and it\u2019s increasing exponentially,\u201d said Ms. Demichelis, adding that several factors are contributing to the worsening disappearance crisis in Baja California, such as drug trafficking, internal displacement, migration and gender violence. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">The state\u2019s attorney general, Mar\u00eda Elena Andrade Ram\u00edrez, said in an interview that prosecutors have so far ruled out the possibility that the killing of the Robinson brothers and Mr. Rhoad was linked to organized crime groups.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Those responsible had tried to seize the tourists\u2019 pickup truck, she said. When they resisted, a man took out a gun and killed them.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis aggression seems to have occurred in an unforeseen, circumstantial manner,\u201d Ms. Andrade Ram\u00edrez said. \u201cThey took advantage when they saw the vehicle out in the open, in that remote location, where they knew that there were no witnesses.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In a news conference this weekend, a reporter asked Ms. Andrade Ram\u00edrez if one needs to be a foreigner in Baja California to have state authorities act as swiftly as they did in the case of the missing tourists.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cEvery investigation has its own process,\u201d the attorney general answered. \u201cAnd there are times when we have to take care of every detail, which takes a certain amount of time, to achieve a good result.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Sunday, after the victims\u2019 families identified the bodies in the morgue, Adriana Moreno, a local resident, said she felt conflicting emotions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI\u2019m so glad they found them so quickly. That\u2019s my joy, my satisfaction,\u201d said Ms. Moreno, 60.
