By contrast, in 2022, FIFA acted quickly <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/02\/28\/sports\/soccer\/fifa-russia-ban.html\" title=\"\">to bar Russian teams and clubs<\/a> from competitions after the country\u2019s forces launched a full-scale invasion of neighboring Ukraine.<span class=\"css-8l6xbc evw5hdy0\">  <\/span><\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Rajoub has for years pursued sanctions against Israel and its teams over a variety of issues, including freedom of movement for Palestinian players and for allowing teams based in territory overseen by the Palestinian soccer federation to play in Israel\u2019s domestic leagues. Since Israeli forces invaded Gaza last October in retaliation for the Hamas-led attacks on Oct. 7, all soccer infrastructure in the territory, including a historic stadium, has been destroyed, Mr. Rajoub said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Israel\u2019s soccer chief, Moshe Zuares, called the Palestinian motion \u201ccynical.\u201d But the possibility of even a temporary ban on its teams could affect its chances to take part in qualifying for the 2026 men\u2019s World Cup later this year. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Both Israeli and Palestinian officials had used the run-up to Friday\u2019s congress to lobby officials from other national federations. A day earlier, at a meeting of Asian soccer\u2019s governing body, members <a class=\"css-yywogo\" href=\"https:\/\/x.com\/tariqpanja\/status\/1790948062602694910\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">were shown a video<\/a> showing the effects of the war in Gaza and then unanimously approved a decision to back the Palestinian federation\u2019s motion.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Palestinian officials addressed FIFA\u2019s 211 members twice during Friday\u2019s meeting, and were followed by an official from Jordan who demanded action from FIFA.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While acknowledging the urgency of the matter, Mr. Infantino declined to call a vote.
