The U.N. World Food Program has warned that the pier project could fail if Israel does not do more to ensure the safe distribution of the aid.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The relief effort faltered as Israeli forces pushed deeper into Rafah, in southern Gaza. Israel\u2019s military said yesterday that its forces were <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2024\/05\/23\/world\/israel-gaza-war-hamas\/israels-military-says-it-is-fighting-near-central-rafah-apparently-expanding-its-operation-in-the-city?smid=url-share\" title=\"\">fighting near the center of Rafah<\/a>. Around 815,000 people have left the city as a result.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The assault came in a week when Israel has faced mounting diplomatic and legal pressure over its war effort. Today, the International Court of Justice in The Hague is set to respond to a South African petition for an immediate halt to the ground assault in Rafah.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\"><strong class=\"css-8qgvsz ebyp5n10\">Cease-fire: <\/strong>The C.I.A. director plans to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/23\/world\/middleeast\/cia-burns-israel-hostages-cease-fire.html\" title=\"\">travel to Europe this weekend<\/a> for talks with his Israeli counterpart to try to revive the stalled talks.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><strong class=\"css-8qgvsz ebyp5n10\">Hostages:<\/strong> The families of several Israeli female soldiers <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/22\/world\/middleeast\/israel-hamas-hostage-video.html\" title=\"\">released a video<\/a> of their abduction by Hamas fighters on Oct. 7. They hope to pressure the Israeli government to restart the negotiations that pave the way for the captives\u2019 release.<\/p>\n<hr class=\"css-7ad88g e1mu4ftr0\"\/><\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Taiwanese officials and military experts had been expecting China to make a show of military force after Lai\u2019s inauguration. In his inaugural speech, he pledged to defend Taiwan\u2019s sovereignty.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A Chinese military spokesman described the exercises as a \u201cstrong punishment\u201d for \u201cTaiwan independence forces,\u201d according to state media. He also called them \u201ca stern warning against the interference and provocation by external forces,\u201d a reference to the U.S.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><strong class=\"css-8qgvsz ebyp5n10\">Stakes:<\/strong> The exercises could teach China\u2019s military lessons about how to impose a possible blockade around Taiwan. The proposal has not yet been formally presented to Biden, who has opposed such a step. But Blinken shifted his stance after the Russians opened a new front in the Kharkiv region, with devastating results.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Russia has placed weapons right across the border from northeastern Ukraine, and aimed them at Kharkiv.
