The air assaults \u2014 which hit an air-defense system and a missile ship in Russian-occupied territory in Ukraine\u2019s east and south \u2014 were reported by both sides, and their impact was confirmed by <a class=\"css-yywogo\" href=\"https:\/\/www.understandingwar.org\/backgrounder\/russian-offensive-campaign-assessment-may-24-2024\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">independent<\/a> <a class=\"css-yywogo\" href=\"https:\/\/www.oryxspioenkop.com\/2022\/02\/attack-on-europe-documenting-equipment.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">groups<\/a> that analyze geolocated footage of the battlefield.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ukraine hopes that the strikes, by hurting Moscow\u2019s ability to conduct military operations, will ultimately help relieve troops struggling to contain Russian advances on the ground. But the United States and other Western allies have permitted only the firing of Western weapons into Russian-occupied territory in Ukraine, not into Russia itself, for fear of escalating the war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ukrainian officials have complained that the policy allows Moscow to launch attacks from inside Russia without risk and handcuffs Ukraine\u2019s ability to repel them. \u201cThey proceed calmly, understanding that our partners do not give us permission\u201d to strike, President Volodymyr Zelensky of Ukraine said in an <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/21\/world\/europe\/zelensky-interview-times-transcript.html\" title=\"\">interview with The New York Times<\/a> this past week. \u201cThis is their huge advantage.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Now, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/22\/us\/politics\/white-house-ukraine-weapons-russia.html\" title=\"\">pressure is mounting on the Biden administration to reverse that policy<\/a> in the face of Ukraine\u2019s difficulties on the battlefield. The latest call came on Friday, with <a class=\"css-yywogo\" href=\"https:\/\/www.economist.com\/europe\/2024\/05\/24\/natos-boss-wants-to-free-ukraine-to-strike-hard-inside-russia\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">NATO\u2019s secretary general, Jens Stoltenberg, telling The Economist<\/a> that denying \u201cUkraine the possibility of using these weapons against legitimate military targets on Russian territory makes it very hard for them to defend themselves.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ukraine does not produce powerful long-range weapons, leaving it dependent on its Western allies to obtain them. But Washington had long refused to even provide ATACMS \u2014 pronounced \u201cattack ems\u201d \u2014 fearing that doing so could cross one of the Kremlin\u2019s \u201cred lines\u201d that would lead to escalation.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">That changed late last year, when President Biden <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/10\/17\/world\/europe\/ukraine-atacms-attacks-russia.html\" title=\"\">approved sending Ukraine a version of the ATACMS that can hit targets 100 miles away<\/a>. Then, in April, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/24\/us\/us-ukraine-russia-missiles.html\" title=\"\">Washington secretly gave Kyiv a new version of the weapon<\/a>, with a range of about 190 miles.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And on Friday, the United States announced a <a class=\"css-yywogo\" href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/3787579\/biden-administration-announces-new-security-assistance-for-ukraine\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">$275 million military package<\/a> for Kyiv that includes ammunition for HIMARS, a rocket launcher that can fire the ATACMS missiles. Mr. Zelensky thanked the White House, <a class=\"css-yywogo\" href=\"https:\/\/x.com\/ZelenskyyUa\/status\/1794078547130134769\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">saying on social media<\/a> that the package included \u201cmuch-needed long-range missiles.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The missiles have allowed Ukraine to hit logistics and command posts deep behind Russian lines. Kyiv has targeted airfields, ammunition depots, antiaircraft missile launchers and concentrations of troops.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A particular target has been the Russian-occupied peninsula of Crimea, a supply hub for Moscow\u2019s forces in the southeast and a launchpad for missile and drone attacks. Moscow reported several attacks involving ATACMS missiles this month.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">This past week, the Ukrainian army said it had hit the Crimean port of Sevastopol and damaged a small missile ship. The <a class=\"css-yywogo\" href=\"https:\/\/www.understandingwar.org\/backgrounder\/russian-offensive-campaign-assessment-may-21-2024\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Institute for the Study of War<\/a>, a Washington-based think tank, said that satellite imagery from the attack\u2019s aftermath showed likely damage to the ship.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Earlier in May, Ukrainian forces hit a Russian air-defense system near an air base in Crimea, according to Oryx, a <a class=\"css-yywogo\" href=\"https:\/\/www.oryxspioenkop.com\/2022\/02\/attack-on-europe-documenting-equipment.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">military analysis website<\/a> that counts losses based on visual evidence.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But Ukraine\u2019s inability to fire the weapons into Russia itself has given Moscow a significant advantage, Ukrainian officials say, which became clearer when Russian forces opened a new front this month in the Kharkiv region of northeastern Ukraine. Leading up to the offensive, Moscow had built up troops and equipment near the border, but the allies\u2019 policy barred Ukraine from targeting them with Western weapons.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After about two weeks of fierce fighting, <a class=\"css-yywogo\" href=\"https:\/\/www.president.gov.ua\/en\/news\/putin-ne-prosto-hoche-zirvati-samit-miru-vin-she-j-boyitsya-91113\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Mr. Zelensky said on Friday<\/a> that the Russian advance there had stalled and that the situation was under control.
