Putin of Russia will head to North Korea for the first time in 24 years on Tuesday after vowing to bring ties with Pyongyang to new heights and jointly combat what he called the \u201cglobal neocolonial dictatorship\u201d of the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The war against Ukraine has driven Mr. Putin closer to the North\u2019s leader, Kim Jong-un, who has won new status with the Kremlin by <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/17\/world\/europe\/russia-north-korea-weapons-ukraine.html?searchResultPosition=1\" title=\"\">opening his vast munitions stores<\/a> to Moscow.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Nine months ago, after Mr. Kim <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/13\/world\/asia\/putin-kim-russia-north-korea.html\" title=\"\">arrived by armored train<\/a> in the Russian Far East, the two men met at a Russian cosmodrome and toasted their \u201csacred struggle\u201d against the West. The North Korean leader, in between visiting sensitive Russian rocket and fighter jet facilities, invited Mr. Putin to make a reciprocal visit.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Now, the Russian president has taken him up on the offer. And the deepening relationship between the two authoritarian leaders poses a particular challenge for Washington. The United States once relied on Moscow\u2019s cooperation in its attempts to curb North Korea\u2019s nuclear and missile program. Now, it faces a Kremlin intent on playing spoiler to American geopolitical interests around the world.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Russian state media released footage showing large Russian flags and portraits of a smiling Mr. Putin lining the streets of Pyongyang as North Korea prepared to welcome the Russian leader.<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-3842bb5f\"><span>What does Russia want?<\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">Ahead of the trip, Mr. Putin issued an order authorizing the conclusion of a new \u201ccomprehensive strategic partnership\u201d agreement with North Korea.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He also published an article in Rodong, the North\u2019s main newspaper, praising Mr. Kim for resisting \u201ceconomic pressure, provocations, blackmail and military threats from the United States\u201d and thanking Pyongyang for its strong support of Russia\u2019s operations in Ukraine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Victory over Ukraine has been the guiding principle of Russian foreign policy for more than two years, and Mr. Putin\u2019s top priority on the trip will be to ensure North Korea\u2019s continued cooperation in helping him achieve his aims on the battlefield.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">North Korea is one of the world\u2019s most impoverished and isolated countries, but it has one of the biggest militaries.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The exact scope of the North\u2019s military aid for Moscow\u2019s war is unclear. Many analysts say the contribution has been meaningful, because the Russian military requires evermore ammunition in its war of attrition against Kyiv. Russian forces have recently been making territorial gains against Ukraine in part because they are able to expend more ammunition.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In an <a class=\"css-yywogo\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-06-14\/kim-sent-russia-millions-of-artillery-shells-south-korea-says?sref=0w5HLLb3\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">interview with Bloomberg<\/a> last week, the South Korean defense minister, Shin Won-sik, said Seoul had tracked at least 10,000 shipping containers that could hold as many as 4.8 million artillery shells being ferried from North Korea to Russia. The minister predicted that Mr. Putin would ask for more during his trip.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Before Mr. Kim\u2019s visit to Russia last year, U.S. intelligence <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/09\/05\/us\/politics\/russia-north-korea-artillery.html\" title=\"\">reported<\/a> that Moscow had purchased millions of artillery shells from North Korea. The United States has since accused Russia at the United Nations of firing multiple North Korean ballistic missiles into Ukraine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But questions about the quality of the North\u2019s supplies have arisen. Officials in Kyiv <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/world\/ukraine-examines-nkorean-missile-debris-amid-fears-moscow-pyongyang-axis-2024-05-07\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">have said<\/a> that Russia fired roughly 50 North Korean ballistic missiles at Ukrainian territory last winter and that the fail rate of the weapons was high.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The burgeoning relationship with Moscow has already yielded dividends for Pyongyang. In March, Russia <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/29\/us\/politics\/russia-north-korea-nuclear-weapons.html#:~:text=On%20Thursday%2C%20Russia%20used%20its,group%20is%20a%20new%20development.\" title=\"\">vetoed<\/a> the annual renewal of the U.N. panel of experts that had been scrutinizing North Korean sanctions violations for 15 years. The move highlighted the drastic shift in Moscow\u2019s stance toward Pyongyang after years of playing a role in U.N. disarmament efforts there.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Before their mandate expired, U.N. monitors verified that debris from a January attack on the Ukrainian city of Kharkiv had come from a North Korean missile and said the weapons transfer had violated the U.N. arms embargo on Pyongyang, <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/world\/un-experts-say-north-korea-missile-landed-ukraines-kharkiv-2024-04-29\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">according to Reuters<\/a>. The embargo prohibits the export and import of weapons.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Putin is unlikely to acknowledge any ammunition or weapons deliveries during the trip. Russia has denied any military transfers that violate the U.N. embargo.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Kremlin foreign policy aide, Yuri V. Ushakov, told journalists at a briefing on Monday that the two leaders would discuss energy, transport, agriculture, economic and security issues during the trip.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Putin will also visit Vietnam later this week, underscoring the Kremlin\u2019s propensity to contest American interests even in nations where Washington has been improving its ties. The Russian leader\u2019s trip there comes after <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/11\/us\/politics\/biden-vietnam-veteran-visit.html\" title=\"\">President Biden visited<\/a> in September.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-10c556e9\"><span>What does North Korea want?<\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kim, whose grandfather came to power with Moscow\u2019s backing in 1948 and founded North Korea, has been steadily expanding his arsenal of high-end weapons and looking increasingly for the Kremlin\u2019s help.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The warming of relations between Moscow and Pyongyang has led to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/29\/us\/politics\/russia-north-korea-nuclear-weapons.html\" title=\"\">a breakdown of international efforts<\/a> aimed at containing North Korea\u2019s nuclear and missile ambitions and has raised questions about future sanctions enforcement.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Since the two leaders met last year, questions have persisted about what Mr. Kim has received in return for supplying Moscow with ballistic missiles and much-needed artillery shells.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Among other things, the conflict has given Pyongyang the rare opportunity to evaluate the performance of its missiles in live combat and potentially perfect their design.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">North Korea would also welcome greater access to Russia\u2019s sophisticated military technology, including its extensive knowledge of satellites. Two months after Mr. Kim\u2019s visit to Russia last year, North Korea put its <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/21\/world\/asia\/north-korea-russia-rocket-launch-spy-satellite.html\" title=\"\">first military reconnaissance satellite<\/a> into orbit, a launch that South Korean officials said had been aided by technological assistance from Moscow.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Russia, which has the world\u2019s largest arsenal of nuclear weapons and one of its most sophisticated submarine programs, possesses a range of other technologies of interest to North Korea. Despite disarmament efforts over many years by Washington and the United Nations, Pyongyang has conducted six nuclear tests and developed intercontinental ballistic missiles capable of reaching the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Isolated from the rest of the world owing to international sanctions, North Korea has a range of needs outside the military sector that Moscow could also help meet. South Korean officials have said that Russia, the world\u2019s biggest wheat exporter, is supplying food and raw materials, as well as parts for weapons manufacturing.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the article published in Rodong ahead of the trip, Mr. Putin said that Moscow would support North Korea\u2019s struggle against \u201cthe cunning, dangerous and aggressive enemy\u201d by deepening economic relations and establishing a new trade settlement system free from American interference.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Ushakov said that Russia\u2019s trade with North Korea reached $34.4 million in 2023, nine times the amount of the previous year.
