Jeremy Konyndyk, president of Refugees International, said on Tuesday that it was \u201calmost impossible\u201d to find warehouses in Rafah, the epicenter of the aid effort, because they had been destroyed or were inaccessible.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The spokesman for Israel\u2019s military, Rear Adm. Daniel Hagari, said on Tuesday that 1,400 trucks of aid that had been transferred from Israel into Gaza \u201cremain uncollected\u201d by international organizations. Before the war, the enclave had received around 500 trucks of food and other goods per day, according to the U.N. humanitarian affairs office.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The entry of aid and commercial goods through the two main crossing points into Gaza, Rafah and Kerem Shalom, has fluctuated in recent months, but it has never reached the daily levels that humanitarian officials say are needed to tackle the hunger crisis. The International Rescue Committee, which works in Gaza, said that since the Israeli offensive into Rafah began in early May \u201cthe situation has plumbed new depths.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Aid groups welcomed Israel\u2019s announcement but some expressed skepticism, saying that previous measures had turned out to be false dawns. Some aid groups also said that the daylight pause in military operations appeared fragile. Overall, a total cease-fire is the prerequisite to ending the crisis because it would allow aid to flow throughout the enclave, aid groups say.<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-774279ed\"><span>What are the broader obstacles?<\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">To resolve the crisis, aid groups say that other steps are required beyond the partial pause. These include more routes open to both goods and aid personnel, not least because Palestinian health workers have to be trained in treating people suffering from acute malnutrition.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Israel inspects goods entering Gaza to screen out items that could potentially be used by Hamas; aid groups say these checks are onerous and should be streamlined. In addition, many of Gaza\u2019s roads are impassable, blocked by the rubble of destroyed buildings or pocked with bomb craters.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the absence of a cease-fire, aid groups say that Israel should improve its system for communicating about the movement of people and goods within Gaza. This would help avoid attacks on aid convoys, which in some cases have occurred even when humanitarian officials say the Israeli authorities were informed in advance of their movements.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Aid group also say that it is necessary to improve the supply of water, electricity and fuel.<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-5a1d52ad\"><span>What do civilians in Gaza face?<\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">Rafah\u2019s population had swelled to 1.4 million before May\u2019s invasion in May, but only 65,000 remain, according to the main U.N. agency that aids Palestinians, UNRWA. The United Nations describes the situation in Gaza as a catastrophe and say that parts of the enclave are close to what they describe as a man-made famine.
