Do they change for elections? Who gets the most money? Why do people donate? And can parties give funds back?<\/p>\n<p>Here, we explain:<\/p>\n<p><strong>What are the rules on donations during non-election periods?<\/strong><\/p>\n<p>Politics and money is a rabbit hole that Lewis Carroll would be jealous of, and the UK&#8217;s system is no different.<\/p>\n<p>One of the most important things to note is that the figures are on a much smaller scale to those in the US &#8211; in the tens of millions rather than billions.<\/p>\n<p>One key distinction is that donations to MPs are different to political party donations.<\/p>\n<div class=\"sdc-article-widget sdc-article-image\">\n<figure class=\"sdc-article-image__figure\">\n<div class=\"sdc-article-image__wrapper\" data-aspect-ratio=\"16\/9\"><\/div><figcaption class=\"ui-media-caption\">\n        <span class=\"u-hide-visually\">Image:<\/span><br \/>\n        <span class=\"ui-media-caption__caption-text\">Frank Hester has given millions to the Conservatives. Pic: PA<br \/>\n        <\/span><br \/>\n      <\/figcaption><\/figure>\n<\/div>\n<p>MPs have to declare all their interests on a public register, which can be easily searched using the <a href=\"https:\/\/news.sky.com\/story\/westminster-accounts-search-for-your-mp-or-enter-your-full-postcode-12771627\" target=\"_blank\" rel=\"noopener\"><strong>Sky News Westminster Accounts tool<\/strong><\/a>.<\/p>\n<p>The rules for these donations require all contributions over \u00a311,180 to be declared. For a party contesting all 650 UK seats, it went from around \u00a318m to just over \u00a335m.<\/p>\n<p>However, as no party contests every seat, the effective limit is just over \u00a334m.<\/p>\n<p>  <iframe scrolling=\"no\" frameborder=\"0\" src=\"https:\/\/interactive.news.sky.com\/2024\/constituency-boundaries\/index.html?auto=1\" style=\"width: 100%\"><\/iframe>\n<\/p>\n<p>According to the Electoral Commission, this applies to spending on certain activities in the 365 days before the election.<\/p>\n<p>Confusingly, it is impossible to know the start date of this period, as the government can call an election whenever it wants, so in November 2023 the Electoral Commission encouraged parties to &#8220;behave as if you are in a regulated period from now onwards&#8221;.<\/p>\n<p>Other changes included how often parties have to report their donations.<\/p>\n<p>In normal times, figures are published quarterly. and why?<\/strong><\/p>\n<p>The biggest donors to political parties can be easily identified through the Sky News Westminster Accounts interface.<\/p>\n<p>It is dominated by individuals, unions, and just a few companies.<\/p>\n<p>Ahead of the election campaign, supermarket heir Lord David Sainsbury sat at the top of the list after giving more than \u00a313m in donations since the last election &#8211; including \u00a35.1m to Labour and \u00a38m to the <a href=\"https:\/\/news.sky.com\/topic\/liberal-democrats-5709\" target=\"_blank\" rel=\"noopener\"><strong>Liberal Democrats<\/strong><\/a>.<\/p>\n<p>He is not to be confused with his cousin, the late Lord John Sainsbury, who gave \u00a310.2m to the Conservatives in the same period.<\/p>\n<p>Next up was the union Unite, which has given \u00a310.7m to <a href=\"https:\/\/news.sky.com\/topic\/labour-5700\" target=\"_blank\" rel=\"noopener\"><strong>Labour<\/strong><\/a>, and hundreds of thousands of pounds to Labour MPs.<\/p>\n<p>The GMB union and Unison have both given around \u00a36m to Labour since 2019.<\/p>\n<p>Businessman Graham Edwards gave \u00a35.2m to the Conservatives in this period.<\/p>\n<p>Next on the list is Frank Hester&#8217;s The Phoenix Partnership, which has given \u00a35.2m, including a \u00a315,900 helicopter flight to Mr Sunak last year.<\/p>\n<p>Mr Hester also donated \u00a35m in a personal capacity to the Conservatives.<\/p>\n<p><strong>Read more:<br \/><a href=\"https:\/\/news.sky.com\/story\/westminster-accounts-sky-news-wins-data-journalism-award-for-project-that-had-massive-impact-12956417\" target=\"_blank\" rel=\"noopener\">Sky News wins data journalism award for Westminster Accounts<\/a><br \/><a href=\"https:\/\/news.sky.com\/story\/westminster-accounts-labour-calls-for-urgent-investigation-into-conservative-donor-after-sky-news-report-12920653\" target=\"_blank\" rel=\"noopener\">Labour calls for &#8216;urgent investigation&#8217; into Conservative donor<\/a> <\/strong><\/p>\n<p>Prof Fisher explained that it used to be more common for companies to donate, instead of individuals &#8211; but it is harder to justify this now in an era when spending plans have to get past powerful boards.<\/p>\n<p>Instead, companies can benefit from different, less expensive (on a balance sheet) endeavours, like lobbying or hosting events.<\/p>\n<p>Donors tend to hand over cash or gifts because they want to see a party win which will improve their position, or because of a prior affiliation.
